: IENDED BY: ORD/RE O <br /> <br /> - RECORDED: '7-/~- <br /> BOOK/PAGE NO: /0~ <br /> DEED NO. <br /> ORDINANCE NO. 1173 _~~ <br /> <br />Am' U~DIN~CE OF THE CITY COUNCIL OF THE CITY OF <br />SANTA ANA APPROVING AND ADOPTING THE REDEVELOPMENT <br />PLAN FOR THE CITY OF SANTA ANA COMMUNITY REDEVELOP- <br />MENT PROJECT AREA: INCORPORATING SAID PLAN BY REFE- <br />RENCE; SETTING FORTH THE PUt,POSES AND INTENT OF SAID <br />PROJECT AREA; DESIGNATING THE APPROVED PLAN AS THE <br />OFFICIAL REDEVELOPMENT PLAN OF THE PROJECT AREA; <br />MAKING FINDINGS AND DETERMINATIONS AS REQUIRED BY <br />APPLICABLE LAW; PROVIDING FOR THE EXPENDITURE OF <br />FUNDS BY SAID CITY AS REQUIRED BY SAID PLAN; DECLAR- <br />ING ITS INTENTION TO UNDERTAKE AND COMPLETE ANY AND <br />ALL PROCEEDINGS NECESSARY TO BE CARRIED OUT BY SAID <br />CITY AS PROVIDED FOR IN SAID PLAN; AND APPROVING <br />AND DECLARING THE FEASIBILITY OF RELOCATION <br /> <br /> WHEREAS, it is desirable and in the public interest that <br />the Community Redevelopment Agency of the City of Santa Ana <br />(herein called the "Local Public Agency") undertake and carry <br />out the redevelopment of the City of Santa Ana Community Redev- <br />lopment Project Area (herein referred to as "Project Area") <br />encompassing the area bounded generally by First Street, Morti- <br />mer Street, French Street, Spurgeon Street, Bush Street, Tenth <br />Street and Baker Street in the City of Santa Ana, State of <br />California (herein called the "Locality"); and <br /> <br /> WHEREAS, the Local Public Agency has made detailed studies <br />of the location, physical condition of structures, land use, <br />environmental influences, and social, cultural and economic <br />conditions of the Project Area and has determined that the area <br />is a blighted area and that it is detrimental and a menace to <br />the safety, health and welfare of the inhabitants and uses <br />thereof and of locality at large, and the members of this City <br />Council have been fully apprised by the Local Public Agency <br />and are aware of these facts and conditions; and <br /> <br /> WHEREAS, there has been prepared and referred to the <br />City Council of the City of Santa Ana (herein called the <br />"Governing Body") for review and approval a Redevelopment Plan <br />for the Project Area, dated May 14, 1973, and consisting of <br />a preface, thirty-nine (39) pages and one (1) exhibit; and <br /> <br /> WHEREAS, a general plan has been prepared and is recog- <br />nized and used as a guide for the general development of the <br />City of Santa Ana as a whole; and <br /> <br /> WHEREAS, the Planning Commission of the City of Santa Ana <br />which is the duly designated and acting official planning body <br />for the City of Santa Ana, has submitted to the Governing Body <br />its report and recommendations respecting the Redevelopment <br />Plan for the Project Area and has certified that the Redevelop- <br />ment Plan conforms to the general plan for the City of Santa <br />Ana as a whole, and the Governing Body has duly considered the <br />report, recommendations, and certification on the planning body; <br />and <br /> <br /> WHEREAS, the Community Redevelopment Commission of the <br />City of Santa Ana which is the duly designated and acting offi- <br />cial body of the Co~unity Redevelopment Agency, and the Project <br />Area Committe, have submitted to the Governing Body their report <br />and recommendations respecting the Redevelopment Plan for the <br />Project Area; and <br /> <br />1 <br /> <br />i <br /> <br /> <br />
