In terms of environmental quality, the project will result <br />~n creation of an ~rea of which thc community can be proud. <br />TI~'¢ will ~c a gonera~ upgrading of thc social and cultural <br />attributes of the area. Site improvements will include <br />street and utility improvements, installation of needed' <br />water, sewer and storm drain facilities, implementation <br />of an improved vehicular and pedestrian circulation plan <br />and acquisition and development of adequate open space and <br />park facilities. <br /> <br />With regard to school population and quality of education, <br />there are no schools within the project boundaries. There <br />will be, however, beneficial long range financial effects <br />to the school district in that due to increases in assessed <br />valuation of properties within the project area and adjacent <br />to the project area stimulated by project activities the <br />school district will have a higher taxing base. A-cord- <br />ingly, increased revenues eventually available to the dis- <br />trict should be reflected in a higher quality of education. <br />The project will have little or no effect on school popula~ <br />tions as the higher density apartment type units should <br />have fewer children than do the single family units presently <br />existing in the area. <br /> <br />The project will have no effect on the tax rate as the <br />Redevelopment Agency has no authority to raise or lower <br />taxes. <br /> <br /> It is expected that the total overall <br />assessed valuation of properties in the project area will <br />increase tremendously due to new construction and rehabilita- <br />tion. <br /> <br />Other matters resulting from the redevelopment caused by <br />the project which will improve the physical and social <br />quality of the neighborhood are: Increased revenues to <br />all of the taxing bodies due to an increase in assessed <br />valuation; increased employment generated by commercial <br />development and the prevention of future severe blight. <br /> <br />OPEN SPACE AND LAND TO BE DEVOTED TO PUBLIC PURPOSES <br /> <br />1.
