5. · Variances <br /> <br />Where unnecessary hardships, p~actical difficulties, <br />or consequences inconsistent with the general purposes <br />of this Plan result from the literal interpretation <br />and enforcement of the restrictions and limitations <br />imposed by this Plan, the Redevelopment Agency, upon <br />receipt of a verified application from the owner of <br />the property, may grant variances from the provisions <br />of this plan. <br /> <br />OTHER PROVISIONS NECESSARY TO MEET STATE AND LOCAL LAW <br /> <br />A. NEIGHBORHOOD IMPACT ELEMENT <br /> <br />The primary objective of the project is to improve, renew <br />and return to prominence the central commercial core area <br />of the City to the stature it once held. Accordingly, the <br />major impact of the project will be on commercial properties. <br />There are, however, a considerable number of residential <br />properties within the project boundaries and eventually most <br />of the families and individuals occupying these, largely <br />single family residences, will be displaced. Such displace- <br />ment will be phased so as to ease the impact on project <br />residents. In other words, t'ne construction of higher <br />density residential developments will be restricted to one <br />small area at a time so as to give project residents maxi- <br />mum opportunity to return to the project area. No families <br />or.individuals will be displaced by project activities unless <br />they have a place to move and relocation payments will be <br />made for both the purchase and the rental of replacement <br />housing as required under State i~.w. Such payments have a <br />maximum payment of $15,000 for the purchase of housing and <br />$4,000 for rental assistance, consequently there will be <br />no financial hardship imposed on any project resident. <br /> <br />In terms of traffic circulati6n, one of the project's <br />major objectives is to expedite traffic flow to and through <br />downtown from the major freeways and outer streets such as <br />Harbor, Seventeenth, Bristol and Grand. <br /> <br />This improvement in traffic flow.will be accomplished largely <br />by the widening of certain principal streets such as Flow~, <br />Stafford, Santa Ann Boulevard and First Streets. The <br />resultant improvement in circulation will have a benefic: 1 <br />effect on those residents com~uting in and out of the arel <br /> <br /> <br />
