ORDINANCE NO. NS-1186 <br />PAGE THREE <br /> <br /> SECTION 4: Section 41-619.5 of the Santa Ana Municipal <br />Code is amended to read as follows: <br /> <br />Sec. 41-619.5 Temporary off-site for sale or lease signs. <br /> <br /> (1) Number and size of off-site signs. Every person <br />engaged in the initial sale or lease of more than one unit or <br />lot of real property, if such offering be in a single contiguous <br />grouping, may be permitted to locate and construct a total <br />of three (3) temporary for sale or lease signs for the pur- <br />pose of advertising said single contiguous grouping of lots or <br />units for sale or lease, two (2) of which signs may be located <br />as directional off-site signs but all three (3) of which shall <br />be subject to the following standards: <br /> <br />(A) <br /> <br />The maximum size of any one sign shall be limited <br />in area to two hundred fifty (250) square feet and <br />the maximum dimensions shall be ten (10) feet by <br />twenty five (25) feet. <br /> <br />(B) <br /> <br />Ail such signs shall be so constructed so that <br />the portion of said sign encompassing the adver- <br />tising message shall be at least a height of eight <br />(8) feet from ground level. <br /> <br />(c) <br /> <br />The name of the person, firm or entity, as well as <br />the date the sign was erected or constructed, shall <br />be securely placed on said sign. <br /> <br /> (2) Location of off-site signs. Such off-site signs <br />may be constructed on any vacant property in any zone, except <br />the R4, P, LP, CD, PD and LM. No such sign shall be constructed <br />closer to any street right of way line than ten (10) feet. <br /> <br /> (3) ~ Temporary nature of off-site signs. Ail such for <br />sale or lease signs shall be permitted on a temporary basis for <br />a period not to exceed one (1) year. The zoning administrator <br />may extend such one (1) year period for additional and successive <br />periods of six (6) months each; provided, however, that if the <br />initial sale of all units or lots in said contiguous grouping <br />is completed during any of the aforementioned permitted time <br />periods, all such temporary signs shall be removed. <br /> <br /> (4) Sign permit fee and cash bond requirements. Every <br />person constructing any such sign or signs initially offering <br />for sale or lease more than one unit or lot in a single or <br />contiguous grouping shall deposit with the building department <br />of the City of Santa Ana a cash bond for each and every such <br />sign so located as security to insure the removal of all such <br />signs so erected. Before any permit for any such sign is issued, <br />the applicant shall furnish the building department written authority <br />granting the City of Santa Ana, or any of its agents or employees, <br />permission to enter upon the premises to remove such sign; said <br />authorization must be signed by the owners of record of the pre- <br />mises and by the persons proposing to locate the sign. Cost of <br />removal of sign shall be deducted from cash bond. The City Council <br />shall from time to time by resolution establish the amount of the <br />bond required by this section, and a schedule of all fees under <br />this chapter shall be maintained in the office of the Planning <br />Director. <br /> <br /> <br />
