SECTION 2: The sections, paragraphs, sentences, clauses and phrases of this ordinance are severable, and if any phrase, clause, sentence, paragraph or section of this ordinance shall be declared unconstitutional, invalid, illegal or unenforceable for any reason, by the valid judgment or decree of a court of competent jurisdiction, such unconstitutionality, invalidity, illegality or unenforceability shall not affect any of the remain- ing phrases, clauses, sentences, paragraphs and sections of this ordinance. The City Council of the City of Santa Ana hereby de- clares that it would have adopted this ordinance and each section, paragraph, sentence, clause, phrase or portion thereof irrespec- tive of the fact that any one or more sections, paragraphs, sen- tences, clauses or phrases be declared invalid or unconstitutional. SECTION 3: The Clerk of the Council shall certify to the passage and adoption of this ordinance and shall cause the same to be published within fifteen (15) days after its adoption in one issue of the Santa Ana Register. SECTION 4: This ordinance shall take effect October 1, 1974. PASSED AND ADOPTED by the City Council of the City of Santa Ana at its adjourned regular meeting held on the 22nd day of July, 1974.
