The A~ency will assist residents of the Project Area in <br />locating individual suitable units and will make relocation <br />payments for the cost of moving and/or any direct losses of <br />property as permitted by Law. The Agency will assist in the <br />relocation of businesses and institutions to the extent possible <br />by Law. <br /> <br /> Though there will be some short-term adverse effects asso- <br />ciated with the relocation aspects of the project, in the long- <br />term, the redevelopment should significantly benefit the quality <br />of life in the City, both externally and internally. Externally, <br />the quality should be enhanced by way of increased public revenues <br />from the project which will be available to support the provision <br />of additional public services. Internally the. developed <br />project itself will benefit Santa Aha by providing a focal point <br />for community activities. <br /> <br /> 2. Traffic Congestion <br /> <br /> In accordance with traffic analysis suggestions, the Agency <br />will plan toward "super blocking" achieved via block consolidation <br />and street closures of minor arterials, would increase the size <br />of disposition parcels, reduce the percentage of land in public <br />rights-of-way and decrease the number of intersections. How- <br />ever, the following north-south and east-west arterials should <br />remain open to facilitate traffic circulation: First Street, <br />Santa Ana Boulevard; Civic Center Drive including its east-west <br />appendage and either Fourth, Fifth, Flower, Main,. and French <br />Streets; Broadway or Spurgeon. <br /> <br /> <br />
