Project Area residents remaining, and new arrivals to the <br />Project Area, would find that block consolidation alleviates <br />congestion and confusion in turning movements of the intersections <br />and thereby increased access and egress to the redeveloped area <br />would be provided. This would also be true for residents of <br />surrounding areas when using the facilities of the completed <br />redevelopment project. <br /> <br /> 3. Environmental Quality <br /> <br /> There will be a general upgrading of the social and cultural <br />attributes of the community with redevelopment. The follo',,ing <br />specific environmental impacts will accrue to the City of Santa <br />Ana through expansion of the Project Area: <br /> <br /> A. The preservation and revitalization of the retail vitality <br />of Santa Ana, principally by strengthening the shopping center on <br />the north end of the Project Area; <br /> <br /> B. Strengthening of vehicular travel between the northern <br />access to Santa Ana and the central City area; <br /> <br /> C. Enabling the interrelationship of the central City and the <br />northern shopping area to gain strength, by further developing the <br />functions of each separate area and by providing a corridor for <br />travel between each of the areas; <br /> <br /> D. Ensuring higher quality design on all new developments in and <br />adjacent to the central City area and the northern shopping area. <br /> <br /> Site improvements will include street and utility improvements, <br />installation of needed water, sewer and storm drain facilities, <br /> <br />-40- <br /> <br /> <br />
