ORDINANCE NO. NS-1260 <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE <br />CITY OF SANTA ANA PROVIDING FOR THE <br />APPOINTMENT OF A MAYOR PRO TEM; DECLARING <br />THE NECESSITY THEREFOR; AND ESTABLISHING <br />POWERS IN CONNECTION THEREWITH <br /> <br /> THE CITY COUNCIL OF THE CITY OF SANTA ANA DOES ORDAIN <br />AS FOLLOWS: <br /> <br /> SECTION 1: The City Council of the City of Santa Ana <br />hereby finds and declares that because of the great demands <br />upon the Mayor and the Vice Mayor for appearances before <br />public groups, State, County and local governmental agencies, <br />and other appearances required of the Mayor in his official <br />capacity, it becomes necessary that the Mayor have the power <br />to appoint a Mayor Pro Tem to act in his stead. <br /> <br /> The City Council further finds and declares that it is <br />necessary that the powers of the Mayor Pro Tem to act on behalf <br />of the City be designated and the appropriate limitations placed <br />thereon. <br /> <br /> Accordingly, the following sections are added to Chapter <br />2, entitled Administration, Article II, entitled "City Council": <br /> <br />SECTION 2: <br /> <br />Section 2-101.1 Appointment of Mayor Pro Tem <br /> <br /> The ~ayor shall have the right to appoint a Mayor Pro <br />Tem when, in his judgment, neither he nor the Vice mayor are <br />able to attend to any public function requiring the Mayor's <br />presence, either in his official or unofficial capacity. <br /> <br />Section 2-101.2 Eligibility <br /> <br /> Only duly elected and acting City Councilmen of the <br />City of Santa Ana shall be eligible to be appointed as Mayor <br />Pro Tem. Appointments shall be made in a successive rota- <br />tional order from a list composed for such purpose at the <br />first meeting of the City Council following the adoption of <br />this ordinance. The list shall be composed of the names of <br />all the duly elected and acting members of the City Council <br />drawn in random order. The list shall be revised following <br />each election of the City Council to reflect such changes ~n <br />the composition of the City Council. This shall be accomplished <br />by deleting from said list the names of those persons not <br />re-elected to office, and adding to the end thereof the names <br />of such newly elected councilmen. <br /> <br />Section 2-101.3 Powers and Duties <br /> <br /> The Mayor Pro Tem shall be the agent of the duly elected <br />and acting Mayor of the City of Santa Ana, and shall be his <br />representative for the purpose for which he was appointed, and <br />his duties and obligations shall be those assigned by the Mayor <br />with such limitations as the Mayor or City Council shall reason- <br />ably impose, including limitations on purpose and length of <br />appointment. <br /> <br /> <br />
