ORDINANCE NO. NS~293 <br /> <br />AN ORDINANCE OF THE CITY OF SANTA ANA <br />ADDING ARTICLE V TO CHAPTER 10 OF THE <br />SANTA ANA MUNICIPAL CODE, ESTABLISHING <br />A SPECIAL ENFORCEMENT SERVICES FUND <br /> <br /> THE CITY COUNCIL OF THE CITY OF SANTA ANA DOES ORDAIN <br />AS FOLLOWS: <br /> <br /> SECTION 1: That the Santa Ana Municipal Code is <br />hereby amended by adding an Article, to be numbered V, to <br />Chapter 10 thereof, consisting of sections numbered 10-250 <br />through 10-253 inclusive, and reading as follows: <br /> <br />ARTICLE V. SPECIAL ENFORCEMENT <br /> SERVICES FUND <br /> <br />Sec. 10-250. Establishment. <br /> <br /> The Director of Finance shall maintain as a separate <br />fund a Special Enforcement Services Fund, consisting of such <br />amounts derived from the general fund revenues of the City as <br />the City Council shall from time to time determine, withdrawals <br />from such fund shall be by police department personnel pursuant <br />to the regulations set forth in this Article and shall be made <br />solely for the purpose of investigation of narcotics law viola- <br />tions. <br /> <br />Sec. 10-251. Disbursements - designated payees. <br /> <br /> The Director of Finance shall not disburse any amounts <br />from the Special Enforcement Services Fund except by check issued <br />and payable to a police officer designated by the Chief of Police <br />as the Special Investigations Section Commander or the Special <br />Investigations Section Sergeant. The Chief of Police shall designate <br />such officers by written memorandum to the Director of Finance <br />prior to any disbursement. <br /> <br />Sec. 10-252. Same - written requests. <br /> <br /> The Director of Finance shall not disburse any amounts <br />from the Special Enforcement Services Fund except upon a written <br />request signed by the Chief of Police or, in his absence, by the <br />Investigation Division Commander, presented to the Director of <br />Finance by the designated Special Investigations Section Comman- <br />der or Special Investigations Section Sergeant, and stating the <br />amount of money requested, the police department case number, <br />and the name of the person to whom the check should be made pay- <br />able. <br /> <br />Sec. 10-253. Operational regulations. <br /> <br /> Cash and currency held by police department personnel <br />upon the cashing of any check drawn upon the Special Enforce- <br />ment Services Fund shall be held subject to the following require- <br />ments: <br /> <br /> (a) The Special Investigations Section Commander shall <br />be responsible for maintaining custody of the money until it is <br />returned to the Director of Finance; <br /> <br />(b) When not in actual use, the money shall be kept <br /> <br /> <br />
