ORDINANCE NO. NS-1293 <br />PAGE TWO <br /> <br />in a safe located in the office of the Special Investigation <br />Section Commander; <br /> <br /> (c) Money being used by an officer during an inves- <br />tigation shall not leave the possession of the officer at any <br />time; <br /> <br /> (d) During an investigation, the officer in posses- <br />sion of the money shall be kept under visual surveillance by <br />other officers at all times; <br /> <br /> (e) Money shall be returned to the Director of Finance <br />within four days of the date of disbursement, exclusive of week- <br />ends and holidays. <br /> <br />The Chief of Police shall establish detailed operational guide- <br />lines consistent with the above requirements prior to withdrawal <br />of any amounts from the Special Enforcement Services Fund. <br /> <br /> SECTION 2: If any section, subsection, sentence, <br />clause, phrase or portion of this ordinance is for any reason held <br />to be invalid or unconstitutional by the decision of any court of <br />competent jurisdiction, such decision shall not affect the validity <br />of the remaining portions of this ordinance. The City Council of <br />the City of Santa Ana hereby declares that it would have adopted <br />this ordinance and each section, subsection, sentence, clause, <br />phrase or portion thereof irrespective of the fact that any one or <br />more sections, subsections, sentences, clauses, phrases or portions <br />be declared invalid or unconstitutional. <br /> <br /> PASSED AND ADOPTED by the City Council of the City of <br />Santa Ana at its regular meeting held on the 17th . <br />day of February , 1976. <br /> <br />ATTEST: <br /> <br />CLERK OF THE COUNCIL <br /> <br /> <br />
