ORDINANCE NO. NS-~9~ <br />PAGE TEN <br /> <br />Sec. 32-8. Driver's Permit - Required. <br /> <br />No driver, owner, dispatcher, or operator of a vehicle for <br />hire shall drive, operate or cause to be operated, nor shall <br />any person employ, permit or allow another to drive, operate <br />or cause to be operated any vehicle for hire over any street <br />of this city for the purpose of transporting a passenger, or <br />passengers, regardless of whether such operation extends beyond <br />the boundary limits of the City of Santa Ana, nor shall any <br />person solicit, induce, persuade, invite or procure such trans- <br />portation of passengers or accept compensation therefor, unless <br />the driver of said vehicle shall have first obtained and shall <br />have then in force a driver's permit issued under the pro- <br />visions of this chapter, except: <br /> <br />(1) A vehicle which is lawfully transporting <br />a passenger, or passengers, from a point <br />outside to a destination within the City of <br />Santa Ana or to another destination outside <br />the City of Santa Ana; provided that no such <br />driver shall, without such permit, solicit or <br />accept a passenger or passengers, from within <br />the City of Santa Ana for transportation to <br />any destination whatsoever. <br /> <br />(2) A driver of a vehicle being operated by <br />any public agency. <br /> <br />(3) A vehicle being operated for the purpose <br />of transporting bona fide pupils attending <br />an institution of learning between their <br />homes and such institution. <br /> <br />(4) Vehicles rented or leased for self-operation <br />by a person using such vehicle under a plan <br />commonly known as "U-Drive", but not when <br />transporting other persons for compensation. <br /> <br />Sec. 32-8.1. Same - Application and Fee. <br /> <br /> (a) Prior to January 1st of each year, <br />an application for a driver's <br />permit shall be filed with the traffic division <br />of the police department on forms provided by <br />the police department. Each application shall <br />be accompanied by a receipt from the treasury <br />division of the finance department showing the <br />payment of a nonrefundable fee as established <br />by resolution of the city council. Drivers' <br />permits issued upon approval of applications <br />shall remain in force for a period of one year <br />from the date of issue. Renewal, replacement, <br />and duplicate drivers' permits shall cost an <br />additional fee as established by resolution of <br />the city council.
