NS-1447 FOR AN <br />ADDITIONAL FOUR MONTHS AND PROHIBITING ISSUANCE <br />OF BUILDING PERMITS, VARIANCES, CONDITIONAL USE <br />PERMITS, OR MINOR EXCEPTIONS IN THE AP~EA GEN- <br />ERALLY BOUNDED BY THE SANTA ANA FREEWAY ON THE <br />NORTH, LINCOLN AVENUE ON THE EAST, SANTA ANA <br />BOULEVARD ON THE SOUTH, AND SANTIAGO AVENUE <br />ON THE WEST, EXCEPT UNDER SPECIFIED CONDITIONS <br />FOR SUCH INTERIM PERIOD PENDING AMENDMENT OF <br />THE GENERAL PLAN AND THE MUNICIPAL CODE: AND <br />STATING THE REASONS FOR ITS URGENCY. <br /> <br /> WHEREAS, on August 21, 1978, the City Council of <br />the City of Santa Ana enacted Ordinance No. NS-1447, an <br />emergency ordinance prohibiting issuance of various permits <br />for an interim period pending completion of an Environmental <br />Impact Report for the potential rezoning of the Logan area, <br />General Plan amendment, and change of specific street align- <br />ment for Civic Center Drive East; and <br /> <br /> WHEREAS, said ordinance is effective for four (4) <br />months thereafter; and <br /> <br /> WHEREAS, the City Council now finds that an extension <br />of said ordinance for an additional four (4) months, for a <br />total of eight (8) months, is necessary in order to afford <br />sufficient time to complete the aforesaid Environmental Impact <br />Report for the potential rezoning, General Plan amendment and <br />specific street alignment; <br /> <br /> NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF <br />SANTA ANA DOES ORDAIN AS FOLLOWS: <br /> <br /> SECTION 1: Ordinance No. NS-1447 is hereby extended <br />for an additional period of four months. Except as hereafter <br />provided, the issuance of building permits pursuant to Chapter <br />8 of the Santa Ana Municipal Code, or the granting of minor <br />exceptions, variances or conditional use permits pursuant to <br />Chapter 41 of the Santa Ana Municipal Code, is hereby prohib- <br />ited in the area generally bounded by the Santa Ana Freeway <br />on the north, Lincoln Avenue on the east, Santa Ana Boulevard <br />on the south, Santiago Avenue to Civic Center Drive on the <br />southwest, 190 feet east of the centerline of Santiago Avenue <br />on the west, and 384 feet east of the centerline of Santiago <br />Avenue on the northwest, hereinafter referred to as "the <br />Logan Area" and more fully delineated on the map marked <br />"Exhibit A," attached hereto and incorporated herein by ref- <br />erence, during the effective period of this ordinance. <br /> <br /> SECTION 2: Notwithstanding any provision herein to <br />the contrary, any building permit authorized by Chapter 8 of <br />the Santa Ana Municipal Code, or minor exceptions, variances, <br />or conditional use permits authorizee by Chapter 41 of the <br />Santa Aha Municipal Code, may be issued within the Logan Area <br />where the property involved is residential in character, or <br />where the proposed construction, alteration or repair does <br />not exceed five thousand dollars ($5,000.00) in value, or <br />where an emergency as determined by the appropriate issuing <br />authority exists. <br /> <br /> <br />
