ORDINANCE NO. NS-1469 PAGE TWO SECTION 3: This ordinance shall be effective for a period of an additional four (4) months after the expira- tion of Ordinance NS-1447, a total of eight (8) months com- mencing August 21, 1978, unless extended, repealed or modi- fied by ordinance adopted by this Council. SECTION 4: This Council finds that this ordinance is urgently required as an emergency ordinance for the immedi- ate preservation of the public peace, health, and safety for the following reasons: (a) An Environmental Impact Report is presently under preparation for the potential rezoning of the Logan area, General Plan amendment and change of specific street alignment for Civic Center Drive East; (b) The issuance of permits pursuant to Chapter 8 of the Santa Aha Municipal Code or minor exceptions, variances or conditional use permits pursuant to Chapter 41 of the Santa Ana Municipal Code may have an adverse effect on the proposed development of the Logan area as a residential community; (c) Amendment of the General Plan and the zoning provisions of the Santa Ana Municipal Code may be required to regulate the location of uses in the Logan area in order to avoid or mitigate such adverse effects; (d) Unless prohibited during the period of re- view and study preliminary to enactment of such General Plan amendment and ordinance, such use of property is likely to be initiated in conflict with such amendment and ordinance as finally enacted. THEREFORE, the City Council declares that this ordinance shall take effect, and be adopted, as an emergency measure and is to be enforced from the date of publication of title as required by the Charter of the City of Santa Ana.
