No. NS-1473 <br />Page Three <br /> <br />EXHIBIT A <br /> <br />CHARTER OF THE CITY OF SANTA ANA <br /> <br />Sec. 607.5 Same - Prohibitions <br /> <br /> The budget adopted by the city council shall not <br />exceed the previous year's operating and capital budgets by <br />more than five percent (5%), and the total budget expenditure <br />for officers' and employees' wages, salaries and fringe <br />benefits shall not be greater than seventy percent (70%) of <br />the operating and capital budgets, without an affirmative <br />vote of the electors. No amendment or supplement to the <br />budget pursuant to Section 609 of this article shall exceed <br />the amounts set forth herein without an affirmative vote <br />of the electors. <br /> <br /> <br />
