ORDINANCE NO. NS- 1484 <br />PAGE TWO <br /> <br />Logan Area where the property involved is residential in <br />character, or where the proposed construction, alteration or <br />repair does not exceed five thousand dollars ($5,000.00) in <br />value, or where an emergency as determined by the appropriate <br />issuing authority exists. <br /> <br /> SECTION 3= This ordinance shall be effective <br />for a period of an additional four (4) months after the <br />expiration or Ordinance NS-1447 as extended by Ordinance NS- <br />1469, a total of twelve (12) months commencing August 21, <br />1978, unless extended, repealed or modified by ordinance <br />adopted by this Council. <br /> <br /> SECTION 4= This Council finds that this Ordinance <br />is.urgently required as an emergency ord£nance for the <br />immediate preservation of the public peace, health, and <br />safety for the following reasons= <br /> <br /> (a) An Environmental Impact Report is presently <br />under preparation for the potential rezoning of the Logan <br />area, General Plan amendment and change of specific street <br />alignment for Civic Center Drive East; <br /> <br /> (b) The issuance of permits pursuant to Chapter 8 <br />of the Santa Ana Municipal Code or minor exceptions, variances <br />or conditional use permits pursuant to Chapter 41 of the <br />Santa Aha Municipal Code may have an adverse effect on the <br />proposed development of the Logan area as a residential <br />con~nunity; <br /> <br /> (c) Amendment of the General Plan and the Zoning <br />provisions of the Santa Ana Municipal Code may be required <br />to regulate the location of uses in the Logan area in order <br />to avoid or mitigate such adverse effects; <br /> <br /> (d) Unless prohibited during the period of review <br />and study preliminary to enactment of such General Plan <br />amendment and ordinance, such use of property is likely to <br />be initiated in conflict with such amendment and ordinance <br />as finally enacted. <br /> <br /> THEREFORE, the City Council declares that this <br />ordinance shall take effect, and be adopted, as an emergency <br />measure and is to be enforced from the date of publication <br />of title as required by the Charter of the City of Santa <br />Ana. <br /> <br /> ADOPTED this l§th day of <br />the following vote= <br /> <br />April , 1979, by <br /> <br />AYES: <br /> <br />NOES: <br /> <br />COUNCILMEN: <br />COUNCILMEN: <br /> <br />Bricken, Griset, Luxembourger, Markel, <br /> Serrato, Ward, Yamamoto <br />None <br /> <br />ABSENT: COUNCILMEN: None <br /> <br />ATTEST: <br /> <br />APPROVED AS TO FORM: <br /> <br />MAYOR <br /> <br />~torney <br /> <br /> <br />
