ORDINANCE NO. NS-1490 <br />PAGE THREE <br /> <br /> SECTION 5: That Sectional District Map No. 7- <br />5-9 is hereby amended to show the reclassifications made in <br />sections 2, 3 and 4 hereinabove. <br /> <br /> SECTION 6: In adopting regulations for the X- <br />Suffix designation and in reclassifying real property from <br />the M2 !Heavy Industrial) District to the R2-X (Multiple <br />Family Residence X-Suffix) District, the M2-X (Heavy Industrial, <br />X-Suffix) District, and the C2 (General Commercial) District, <br />as set forth in this ordinance, the City Council adopts the <br />following findings of fact: <br /> <br /> 1. That prior to the adoption of this ordinance <br />the Council has reviewed and considered the information <br />contained in the final Environmental Impact Report for the <br />project designated "Logan Neighborhood: Amendments to the <br />General Plan, Zoning Ordinances, and a Specific Street <br />Alignment" and does hereby approve and certify said Environmental <br />Impact Report as having been completed in compliance with <br />the California Environmental Quality Act and the State EIR <br />Guidelines. <br /> <br /> 2. That the said Environmental Impact Report <br />does not identify any significant effects on he environment <br />arising from this ordinance within the meaning of the California <br />Environmental Quality Act, in that this ordinance will not <br />cause any substantial, or potentially substantial, adverse <br />change in any of the physical conditions within the Logan <br />Area and its surroundings including land, air, water, minerals, <br />flora, fauna, ambient noise, and objects of historic or <br />aesthetic significance. Rather, the effect of this ordinance <br />will be to preserve and enhance the physical environment now <br />existing within the said area. <br /> <br /> 3. That the said Environmental Impact Report, in <br />addition to analysis of the environmental concerns prescribed <br />by the California Environmental Quality Act, also discusses <br />social, cultural, and economic concerns arising from the <br />project, as previously directed by this Council. <br /> <br /> 4. The Planning Conunission has given notice and <br />duly held a public hearing to consider alterative proposals <br />for the zoning of the Logan Area. <br /> <br /> 5. The City Council regularly held a public <br />hearing on this ordinance on published notice required by <br />law and does now find that the public necessity, convenience, <br />and general welfare require that the property described in <br />this ordinance be reclassified as hereinabove set forth, and <br />that the new classifications will not be detrimental to <br />surrounding property. <br /> <br /> ADOPTED this 2nd day of July , 1979, by <br />the following vote: <br /> <br /> AYES: COUNCILMEN: BRICKEN, GRISET, LUXEMBOURGER, <br /> SBRRATO, WARD, YAMAMOTO <br /> NOES: COUNCILMEN: NONE <br /> <br />MARKEL, <br /> <br />ABSENT: COUNCILMEN: NONE <br /> <br /> ATTEST: <br /> <br />D AS TO FORM: <br /> <br /> KEITH L.
