ORDINANCE NO. NS-1568 <br />PAGE FOUR <br /> <br />Sec. 2-649. Private development projects. <br /> <br /> No application for a building permit, nor any <br />development plans submitted to the City administrative <br />staff for plan checking, for a development project in the <br />project area shall be accepted as complete unless and until <br />the developer has submitted architectural plans to the <br />Architectural Review Board and obtained the report of such <br />Board in accordance with this Chapter, or until the time <br />limits for the Board's preparation of such report has <br />expired. <br /> <br />Sec. 2-650. <br /> <br />Submission of architectural <br />plans. <br /> <br /> The developer of any development project in the <br />project area shall file with the Secretary of the Board <br />conceptual architectural plans describing the development as <br />proposed to exist upon completion, consisting of all of the <br />following: <br /> <br /> (1) A site plan showing the location of all <br />buildings, landscaped areas, off-street parking <br />areas, vehicular and pedestrian access ways, and <br />accessory structures, such as monument or pole signs; <br /> <br /> (2) Architectural renderings (conceptual <br />design drawings) of the elevations of all buildings <br />from all ground level perspectives together with <br />landscaping and accessory structures, showing the <br />colors thereof; <br /> <br /> (3) A written description of the surface <br />materials of the buildings and accessory structures, <br />and a written description of any landscaping, insofar <br />as the visual image of the development will be <br />affected thereby. <br /> <br /> The Board may adopt additional requirements for <br />the content of the architectural plans for development <br />projects. <br /> <br /> The Secretary shall determine whether plans filed <br />pursuant to this Section are reasonably complete and shall <br />notify the developer of any documentation necessary to <br />complete such plans. Upon the approval of such plan~ as <br />completed, the Secretary shall so notify the developer, <br />specifying the date on which such completed plans were <br />received as the date of filing for purposes of the period of <br />review by the Architectural Review Board. The Director of <br />Building Safety and the Planning Director shall likewise be <br />notified. <br /> <br />Sec. 2-651. Review by the Board <br /> <br /> The ~ecretary shall schedule reviews of <br />architectural plan~ by the Board. The Secretary shall give <br />advance written notification of the time and place of such <br />review to the developer. The developer shall be entitled to <br /> <br /> <br />
