NS-1568 <br />PAGE THREE <br /> <br />except insofar as the recommendations of said <br />Board may be requested pursuant to the zoning <br />laws of the City of Santa Ana. <br /> <br />Sec. 2-645. Standards <br /> <br /> Developments and public works in the project area <br />shall be evaluated to determine whether buildings, accessory <br />structures and grounds will show a high level of <br />architectural quality such as will: <br /> <br /> (a) enhance the image of the project area as <br />an increasingly attractive area for the investment <br />of private funds both in new development and the <br />renovation of existing buildings. <br /> <br /> (b) promote harmonious aesthetic relationship <br />between the architectural style of new development <br />and the restoration of older buildings to the best <br />possible representation of their original archi- <br />tectural style. <br /> <br /> (c) discourage adverse aesthetic impacts <br />which are reasonably avoidable. <br /> <br />(d) promote attractive landscaping. <br /> <br />(e) promote attractive public works construction. <br /> <br /> The Architectural Review Board may adopt more <br />specific guidelines of architectural quality in accordance <br />with the standards set forth herein. <br /> <br />Sec. 2-646. Meetings and by-laws <br /> <br /> The time, place and procedures of the <br />Architectural Review Board shall be set forth in the by-laws <br />to be adopted by said Board. Unless and until otherwise <br />provided in such by-laws, the regular meetings of said Board <br />shall be held on the third Wednesday of each month at 6:00 <br />p.m. in Room 831 of the Santa Ana City Hall. <br /> <br />Sec. 2-647. Secretary <br /> <br /> The Executive Director of the Community <br />Redevelopment Agency shall serve, ex officio, as the <br />Secretary of the Architectural Review Board, and shall, <br />either directly or through an authorized representative, <br />maintain the minutes and prepare the reports of the said <br />Board and discharge the duties set forth in this Chapter. <br /> <br />Sec. 2-648. Public works construction. <br /> <br /> The Director of Public Works shall assure that new <br />public works construction in the project area is submitted <br />to the Architectural Review Board for review and report <br />prior to making any commitment to the design of such <br />construction. <br /> <br /> <br />
