NS- 1598 <br />Page Two <br /> <br /> (h) LOW RISK BUILDING: Any building, other than an <br />essential building, having an occupant load of less than <br />twenty (20) occupants, as determined pursuant to Table <br />No. 33-A of Chapter 33 of the Uniform Building Code. <br /> <br /> (i) MEDIUM RISK BUILDING: Any building, other than a <br />high risk building or an essential building, having an <br />occupant load of twenty (20) occupants or more, as determined <br />pursuant to Table No. 33-A of Chapter 33 of the Uniform <br />Building Code. <br /> <br /> (j) OWNER: Any individual, individuals, partnership, <br />firm or corporation who is the owner of record of the building <br />as shown on the equalized assessment role of the Office of <br />the County Assessor of the County of Orange. <br /> <br /> (k) UNREINFORCED MASONRY WALL: A masonry wall containing <br />less than one-half (1/2) the reinforcing steel required for <br />reinforced masonry walls in accordance with Chapter 24 of <br />the Uniform Building Code.' <br /> <br />SECTION 2: That Section 8-2004 of the Santa Ana Municipal <br />Code, is hereby amended to read as follows: <br /> <br />SEC. 8-2004. ADMINISTRATION <br /> <br /> (a) PRIORITY OF NOTIFICATION. The director shall <br />notify owners and tenants of buildings within the scope of <br />this article in accordance with the rating classifications <br />as set forth in Table A in Section 8-2003 of this article. <br />In general, buildings having a rating classification of I <br />shall be notified first; buildings having a rating classification <br />of II shall be notified second, but not earlier than six (6) <br />months after the effective date of this article; buildings <br />having a rating classification of III shall be notified <br />third, but not earlier than eighteen (18) months after the <br />effective date of this article; and buildings having a <br />rating classification of IV shall be notified last, but not <br />earlier than five (5) years after the effective date of this <br />article. Within each separate Rating Classification, the <br />notification shall normally be based on the occupant load of <br />the building, with the buildings housing larger occupant <br />loads being notified first. Upon receipt of a written <br />request from the owner, the director shall serve notification <br />ordering a building into compliance with this article prior <br />to the normal notification date set forth in this section. <br /> <br /> (b) NOTIFICATION. Following the priorities listed in <br />subsection (a) of this section, the director shall serve <br />notice ordering the owner of each building within the scope <br />of this article to cause a structural analysis to be made of <br />the building by a licensed civil or structural engineer or <br />licensed architect. If the building is found to be deficient <br />under the standards established by this article, the owner <br />shall cause said building to be structurally altered so as <br />to conform to those standards or cause it to be demolished. <br /> <br /> The notice or order shall be in writing and shall <br />be served either personally or by first class mail, return <br />receipt requested, upon the owner as shown in the last <br />equalized assessment roll, and upon each tenant, if any, who <br />is occupying the building, or any portion thereof, on the <br />date such notice is mailed or served. Failure of any tenant <br />to receive such order or notice shall not in any manner <br />invalidate any of the proceedings taken by the director <br />pursuant to the provisions of this article. <br /> <br /> <br />
