335 <br /> <br />ORDINANCE NO. NS-2039 <br />PAGE THREE <br /> <br />SECTION 2. Purpose and Intent The purpose and intent of <br />the City Council with respect to the Project Area is to accomp- <br />lish the following: <br /> <br />The reduction and prevention of blight or the reloca- <br />tion of blight (within or outside the redevelopment <br />project boundaries) and the conservation, rehabilita- <br />tion and redevelopment of the Project Area in accord <br />with the General Plan, specific plans, the Redevelop- <br />ment Plan and local codes and ordinances. <br /> <br />The widening and improvement of Bristol Street in <br />accordance with the Orange County Regional Highway <br />Plan and the Circulation Element of the Santa Ana <br />General Plan. <br /> <br />The promotion of new and continuing private sector <br />investment within the Project Area to prevent .the <br />loss of and to facilitate the capture of commercial <br />sales activity. <br /> <br />The achievement of an environment reflecting a high <br />level of concern for architectural, landscape and <br />urban design and land use principles appropriate for <br />attainment of the objectives of this Redevelopment <br />Plan. <br /> <br />The retention and expansion of as many existing busi- <br />nesses as possible by means of redevelopment and re- <br />habilitation activities and by encouraging and assist- <br />ing the cooperation and participation of owners, busi- <br />nesses and public agencies in the revitalization of <br />the Project Area. <br /> <br />The provision for increased sales, business license, <br />and other fees, taxes and revenues to the City of <br />Santa Ana. <br /> <br />The creation and development of local job opportuni- <br />ties and the preservation of the area's existing <br />employment base. <br /> <br />The replanning, redesign and development of areas <br />which are stagnant or improperly utilized. Any General <br />Plan and/or land use changes made by the City within <br />the Project Area shall be brought to the Project Area <br />Committee for their comment. <br /> <br /> <br />
