33 6 <br /> <br />ORDINANCE NO. NS-2039 <br />PAGE FOUR <br /> <br />e <br /> <br />The elimination or amelioration of certain environ- <br />mental deficiencies, including substandard vehicular <br />circulation systems; inadequate water, sewer and <br />storm drainage systems; insufficient off-street park- <br />ing; and other similar public improvements, facilities <br />and utilities deficiencies adversely affecting the <br />Project Area. <br /> <br />10. <br /> <br />The expansion of the community's supply of housing, <br />(inside or outside the Project Area), including oppor- <br />tunities for low and moderate-income households. <br /> <br />11. <br /> <br />The mandatory reduction of the City's annual costs of <br />the provision of local services to and within the Pro- <br />ject Area. <br /> <br />12. <br /> <br />The housing stock and neighborhood integrity shall be <br />protected from adverse consequences associated with <br />new development and/or redevelopment. <br /> <br />13. <br /> <br />The actions taken as part of the Bristol Corridor <br />Redevelopment Project Area shall not displace exist- <br />ing social blight to another part of the City. <br /> <br />SECTION 3. Further Findings and Determinations The City <br />Council hereby finds and determines, based on substantial evi- <br />dence in the record, including, but not limited to, the Com- <br />mission's report to the City Council on the proposed Redevelop- <br />ment Plan for the Bristol Corridor Redevelopment Project, and <br />all documents referenced therein, and evidence and testimony <br />received at the joint public hearings on adoption of the Rede- <br />velopment Plan held on October 17, 1989, that: <br /> <br /> a) The Project Area is a blighted area, the redevelop- <br />ment of which is necessary to effectuate the public purposes de- <br />clared in the California Community Redevelopment Law (Health and <br />Safety Code Section 33000 et seq.). This finding is based on <br />the following conditions which characterize the Project Area: <br /> <br /> (1) The existence of buildings and structures used or <br />intended to be used for living, commercial, industrial or other <br />purposes which are unfit or unsafe to occupy for such purposes <br />due to deterioration and dilapidation, age and obsolescence, <br />mixed character of buildings, faulty interior arrangement and <br />exterior spacing, and defective design and character of physical <br />construction; and <br /> <br /> <br />
