340 <br /> <br />ORDINANCE NO. NS- 2039 <br />PAGE EIGHT <br /> <br /> 1) The effect of tax increment financing will not <br />cause a significant financial burden or detriment to any taxing <br />agency deriving revenues from the Project Area. This finding is <br />based upon the fact that all affected taxing agencies were con- <br />sulted with or had the opportunity to be consulted with regarding <br />the fiscal effects of the Redevelopment Plan, and the fact that <br />with regard to certain taxing agencies, the Agency has or will <br />enter into fiscal detriment alleviation agreements under which <br />it will make payments to such agencies to alleviate identified <br />financial burden or detriment. <br /> <br />SECTION 4. The City Council is satisfied that permanent hous- <br />ing facilities will be available within three years from the time <br />residential occupants of the Project Area, are displaced, and <br />that pending the development of such facilities, there will be <br />available to any such displaced residential occupants temporary <br />housing facilities at rents comparable to those in the City of <br />Santa Ana at the time of their displacement. No persons or fami- <br />lies of low and moderate income shall be displaced from residences <br />unless and until there is a suitable housing unit available and <br />ready for occupancy by such displaced persons or families at rents <br />comparable to those at the time of their displacement. Such <br />housing units shall be suitable to the needs for such displaced <br />persons or families and must be decent, safe, sanitary and other- <br />wise standard dwellings. The Agency shall not displace any such <br />persons or families until such housing units are available and <br />ready for occupancy. <br /> <br />SECTION 5. Written objections from affected property owners <br />and taxing entities to the Redevelopment Plan filed with the <br />City Clerk and all written and oral objections presented to the <br />City Council at the hearing have been considered and are hereby <br />overruled. <br /> <br />SECTION 6. That certain document entitled "Final Environ- <br />mental Impact Report for the Bristol Corridor Redevelopment Pro- <br />ject,'' a copy of which is on file in the office of the Agency, <br />in the office of the Commission, and in the office of the City <br />Clerk, having been duly reviewed and considered, is hereby incor- <br />porated into this Ordinance by reference and made a part hereof. <br />All activities undertaken by the Commission, the Agency and/or <br />the City of Santa Ana pursuant to or in implementation of the <br />Redevelopment Plan shall be undertaken in accordance with the <br />mitigation measures set forth in said Final Environmental Impact <br />Report, and the Agency shall undertake such additional environ- <br /> <br /> <br />
