The entire prisoner detention facility shall be built to the specifications of the Santa Ana Police Department, including stainless steel toilets and drain ports located within the main cells, The Police Department retains the right to shut down aa event when articulable facts exist to support such action, and without having to declare a riot situation. Access to the area shall be provided to police officers during all hours via a £NOX system to be specified by the Police Department.
