Participation in the purchase, operation and <br />maintenance of HOV vehicles required to serve <br />the remote parking facilities may be required. <br /> <br />Sec. 36-607. TDM strategy plan. <br /> <br />(al All applicable development projects which are <br />approved by the city shall be approved subject to conditions <br />designed to implement operational programs and strategies <br />designed to reduce peak-hour vehicle trips and promote the use <br />of alternative transportation modes. It is intended that such <br />operational programs and strategies complement the facility <br />standards required in section 36-606. Those applicable <br />development projects for which trip reduction credits are not <br />granted shall not be required to prepare a TDM program and <br />participate in a penalty fee program pursuant to section 36- <br />608 of this article, but shall be required to obtain city <br />approval of a TDM strategy plan pursuant to subsection (b) of <br />this section. <br /> <br />(b) TDM strategy plans shall be submitted as follows: <br /> <br />1. The owner of any applicable development project <br />site shall obtain the Director's approval of a TDM strategy <br />plan prior to the issuance of a utility release or at such <br />earlier time as the Director may determine to be necessary for <br />environmental review of the development project. <br /> <br />2. The TDM strategy plan shall describe programs, <br />plans, policies, strategies, actions and projects to reduce <br />peak hour commuter related travel demand at the project site. <br />It shall include a description of the proposed project and a <br />summary of existing conditions including the transportation <br />system, parking availability, transit service, bicycle <br />facilities, proximity to other activity centers, commuter <br />characteristics in the project vicinity, and the existence of <br />nearby transportation management association(s), if any. It <br />shall also identify performance measures, TDM actions to be <br />undertaken, trip reduction impacts, and recommended mitigation <br />measures. <br /> <br />3. compliance with the approved TDM strategy plan <br />shall be a condition of approval of the development project. <br /> <br />Sec. 36-608.
