ORDINANCE NS-2183 <br />PAc . 0 7 <br /> <br />any space below that level is watertight with walls <br />substantially impermeable to the passage of water and <br />with structural components having the capability of <br />resisting hydrostatic and hydrodynamic loads and effects <br />of buoyancy. <br /> <br /> SECTION 12: That section 7-33 of the Santa Ana Municipal Code <br />is hereby amended to read as follows: <br /> <br />Se=. 7-33. <br /> <br />Same--Manufaotured homes. <br /> <br /> No manufactured home shall be placed or substantially improved <br />in the AO or AH zones or that portion of an AE zone not designated <br />as a floodway unless elevated on a permanent foundation such that <br />the lowest floor of the manufactured home is at or above the base <br />flood elevation, and securely anchored to resist flotation, <br />collapse, or lateral movement. Methods of anchoring include, but <br />are not limited to, use of over-the-top or frame ties to ground <br />anchors. This section does not apply to manufactured homes to be <br />placed or substantially improved in a manufactured home park or <br />subdivision which was in existence on October 1, 1979, except where <br />the repair, reconstruction, or improvement of the streets, <br />utilities and pads equals or exceeds fifty (50) per cent of the <br />value of the streets, utilities and pools [pads] before the repair, <br />reconstruction or improvement commenced. This section does apply, <br />however, to manufactured homes to be placed or substantially <br />improved in an expansion to such a mobile home park or subdivision. <br /> <br /> SECTION 13: That section 7-34 of the Santa Ana Municipal Code <br />is hereby amended to read as follows: <br /> <br />8eo. 7-34. <br /> <br />AE zone--Regulatory floodway. <br /> <br /> No permit shall be issued for placement of any manufactured <br />home in that portion of the AE zone which is designated as the <br />regulatory floodway, nor shall any permit be issued for any <br />encroachments, including fill, new construction, substantial <br />improvements, and other development within such regulatory floodway <br />which would result in any increase in flood levels within the <br />community during the occurrence of the base flood discharge. <br /> <br /> SECTION 14: That section 7-35 of the Santa Ana Municipal Code <br />is hereby amended to read as follows: <br /> <br />Sec. 7-35. <br /> <br />Same--Residential structures. <br /> <br />(a) Ail new construction and substantial improvements of <br /> <br />6 <br /> <br /> <br />
