7 089 <br /> <br />residential structures (other than manufactured homes) within the <br />AE zone must have the lowest floor (including basement) elevated to <br />or above the base flood level shown on the flood insurance rate <br />maps. <br /> <br /> (b) Manufactured homes may not be placed in that portion of an <br />AE zone designated as a floodway. <br /> <br /> SECTION 15: That section 7-36 of the Santa Ana Municipal Code <br />is hereby amended to read as follows: <br /> <br />Bec. 7-36. <br /> <br />Same--Nonresidential structures. <br /> <br /> Ail new construction and substantial improvements <br />nonresidential structures in the AE zone must either: <br /> <br />of <br /> <br />(1) <br /> <br />Have the lowest floor (including basement) elevated to or <br />above the base flood level shown on the flood insurance <br />rate maps; or, <br /> <br />Together with attendant utility and sanitary facilities, <br />be designed so that below the base flood level the <br />structure is watertight with walls substantially <br />impermeable to the passage of water and with structural <br />components having the capability of resisting hydrostatic <br />and hydrodynamic loads and effects of buoyancy. <br /> <br /> SECTION 16: That section 7-51 of the Santa Ana Municipal Code <br />is hereby amended to read as follows: <br /> <br />Sec. 7-51. General development standards. <br /> <br /> The executive director of public works shall review the <br />following proposals for development in the A, AO, AH, and AE zones: <br /> <br />(a) Ail public works construction proposals; <br /> <br />(b) All tentative subdivision maps; and, <br /> <br />(c) All development proposals referred to him <br /> section 7-25; <br /> <br />and shall approve, conditionally approve, <br />on his determination of whether the <br />satisfied: <br /> <br />(1) <br /> <br /> pursuant to <br /> <br />or disapprove them based <br />following standards are <br /> <br />The proposed development must be consistent with the need <br />to minimize flood damage within the A, AO, AH, and AE <br />zones. <br /> <br />7 <br /> <br />0 <br /> <br />0 <br /> <br />0 <br />,:% <br /> <br /> <br />
