NORTH HARBOR SPECIHC PLAN <br /> <br />153 <br /> <br />IMPLEMENTATION <br /> <br />The previous chapters of this specific plan provide a <br />comprehensive set of development standards for the <br />North Harbor Boulevard planning area. This chapter <br />outlines the manner in which the Specific Plan will be <br />implemented, including "Bullet" items plan adoption, <br />phasing, recommended changes to the Santa Aha <br />General Plan and the Zoning Ordinance, public <br />improvements financing and maintenance, and <br />submittal requirements. <br /> <br />8.1 Adoption of the Spedfic Plan <br /> <br />Adoption of the Specific Plan as formal City of Santa <br />Ana public policy in the planning area and its enforee- <br />ment by City agencies is the primary implementation <br />tool. <br /> <br />Consistent application of the standards contained here- <br />in will ensure the implementation of the goals of this <br />plan over time. It is recommended that this .plan be <br />adopted as an amendment to the City of Santa Aha <br />Zoning Ordinance thereby giving the plan equal legal <br />stature with other zoning requirements. <br /> <br />Adoption of the North Harbor Specific Plan in no man- <br />ner replaces or reduces the Community <br />Redevelopment Agency's power in the planning area. <br />Nothing herein shall be interpreted to prevent the <br />Community Redevelopment Agency from exercising its <br />full powers including its power to assemble land for <br />redevelopment. All redevelopment activities shall be <br />undertaken in accordance with adopted City and <br />Agency policy and the laws of the State of California. <br /> <br />8.2 PHASING <br /> <br />Future development of public improvements in the <br />North Harbor Specific Plan area shall be phased in <br />accordance with Figure 8.1. The purpose of the phas- <br />ing plan is to facilitate the orderly development of pub- <br />lic improvements and actions in the planning area. The <br />phasing plan shows three phases; however, the phasing <br />plan is intended only to set priorities for the expendi- <br />ture of public funds and the commitment of staff <br />resources. If the opportunity to accomplish goals set <br />for a later phase should arise during an earlier phase, <br />then such opportunities may be pursued. For instance, <br />if a developer should be identified for the South Entry <br />Focus Area during the first phase, then the Community <br />Redevelopment Agency may seize on this opportunity <br />and enter into appropriate negotiations and agree- <br />ments. <br /> <br />8~lFirstPhase <br /> <br />The first phase is intended to include the first three to <br />five years following adoption of this specific plan, and <br />involves the following discretionary actions: <br /> <br />· Adoption of the Spedfic Plan, and all sup- <br /> porting General Plan and Zoning Ordinance <br /> revisions described below. <br />· Establishment of appropriate funding dis- <br /> tricts including benefit assessment districts, <br /> to help finance improvements called for in <br /> this spedfic plan. <br />· Construction of improvements to the inter- <br /> sections of First Street and Harbor <br /> Boulevard. All construction shall include <br /> widening and the construction of curbs, gut- <br /> ters and sidewalks. <br />· Construction of medians and street recon- <br /> struction south of Seventeenth Street to the <br /> south City limits. All construction shall <br /> include widening and the construction of <br /> curbs, gutters and sidewalks per the City's <br /> Capital Improvement Program. <br />· Landscaping and other improvements in the <br /> public right-of-way shown as first phase <br /> street improvements on Figure 8.1. This does <br /> not include presently-planned street recon- <br /> struction and median construction activities <br /> as described above. <br />· Initiation of a program by the Community <br /> Development Agency to identify a develop- <br /> er(s) for the joint development of the focus <br /> project areas along North Harbor Boulevard. <br /> It is expected that development in this area <br /> will be accomplished over a three to five-yesr <br /> <br />8.2.2 Second Phase <br /> <br />The second phase is intended to follow the completion <br />of Phase One, the adoption of this specific plan and <br />includes the following discrete actions: <br /> · Landscaping and other public right-of-way <br /> improvements as shown as second phase <br /> street improvements on Figure 8.1. <br /> · Street widening and reconstruction along <br /> First Street and along McFadden Avenue <br /> west of North Harbor Boulevard (known as <br /> Phase Three). <br /> · Closure of Figueroa Street in conjunction <br /> with the development or redevelopment of <br /> the northeast corner of North Harbor <br /> Boulevard and First Street. <br /> <br /> <br />
