{ <br /> <br />NORTH HARBOR BOULEVARD SI~ClFIC PLAN <br /> <br />Appendix <br /> <br />BXISTING CONDITIONS <br /> <br />This chapter discusses existing conditions and issues in <br />and around the North Harbor Specific Plan area, identi- <br />fying opportunities that future planning can build <br />upon. Further details regarding existing conditions in <br />the planning area can be found in the North Harbor <br />Boulevard Specific Plan Environmental Impact Report. <br /> <br />A 2.1 Local and Regional Setting <br /> <br />The City of Santa Ana is located in the central portion <br />of Orange County, generally west of the Santa Aha <br />Freeway (I-5) and Newport-Costa Mesa (SR-55) free- <br />way, south of the Garden Grove Freeway ($R-22), and <br />north of the San Diego Freeway (I-405). (See Figure <br />2.1 .) <br /> <br />The North Harbor Specific Plan area is located near the <br />western boundary of Santa Aha along the section of <br />Harbor Boulevard south of Westminster Avenue and <br />north of the Fountain Valley city limits. (See Figure <br />A.1) The planning area is approximately two miles <br />long, and covers approximately 424.6 acres. <br /> <br />A 2.2 Land Use <br /> <br />Existing land uses along Harbor Boulevard and the <br />intersecting First and Fifth Streets are characterized by <br />a wide variety of commercial activities. This includes <br />used car lots, auto repair facilities, and mobile homes <br />/trailer sales. Other commercial uses include five <br />neighborhood shopping centers located at major <br />Harbor Boulevard intersections. These often have two <br />anchor stores with several small shops, together with <br />many fast food restaurants. Uses along Harbor <br />Boulevard serve both local and regional commercial <br />needs. The presence of large concentrations of recre- <br />ational vehicle-related activities indicates a significant <br />role in the regional economy, and an attraction for peo- <br />ple living a considerable distance from the site. There <br />are approximately 1,172,000 square feet of commercial <br />development located within the planning area. <br /> <br />Northern portions of the planning area have a higher <br />concentration of manufacturing uses concentrated <br />along Westminster Avenue. Existing manufacturing/ <br />industrial uses within the planning area total approxi- <br />mately 1,220,000 square feet. <br /> <br />Other land uses within the planning area include resi- <br /> <br />dential uses that are located primarily behind the com- <br />mercial uses on Harbor Boulevard, First and Fifth <br />Streets. The exceptions are two mobile home parks <br />located directly on Harbor Boulevard, and three multi- <br />family residential developments located at Harbor <br />Boulevard and First Street. Cuntmtly there are 386 sin- <br />gle family units and 131 multiple family units within. <br />the planning area. <br /> <br />A summary of the land uses based on type of use is list- <br />ed in Table 3.1. Figure A.2 illustrates the location of the <br />land uses. <br /> <br />A 2.3 PUBLIC SERVICES <br /> <br />A23.1 Fire Protection <br /> <br />Fire protection, fire suppression, and life safety services <br />are provided by the City of Santa Aua Fire Department. <br />There is one fire station within the planning area and <br />two other fire stations in the vicinity of the planning <br />area. Fire response times are considered adequate, and <br />no additional fire stations appear to be required. <br /> <br />A 2.3.2 Police Services <br /> <br />The City of Santa Ana Police Department is responsible <br />for providing general munidpal law enforcement ser- <br />vices for the planning area. The police headquarters is <br />located at 24 Civic Center Plaza. Approximately ,50 <br />police personnel work out of the Westend District <br />Substation located within the planning area at the inter- <br />section of Harbor Boulevard and McFadden Avenue. <br />Predominant crimes in the planning and study areas <br />include crimes against property, thefts, burglaries, pos- <br />session of narcotics, and solidtation. No additional <br />police facilities are required in the planning area. <br /> <br />A 2.3.3 Public Schools <br /> <br />There are three public schools within the study area <br />that serve local residents: (1) Russell Elementary locat- <br />ed at 600 South Jackson Street; (2) Hazard Elementary <br />located at 4218 Hazard Street; and, (3) Newhope <br />Elementary located at 4419 West Regent Street. <br />Children that graduate from these three schools then <br />attend either Fitz Intermediate School or Doig <br />Intermediate Schools. Two high schools serve this area, <br />Los Amigos High School and La Quinta High School. <br /> <br /> <br />
