376 <br /> <br /> 3. Areas within close walking distance of single and <br />muldfamily dwellings should be free of adult business uses; <br /> <br /> 4. Adult business uses should be located in specific areas of <br />the City which have physical barriers from sensitive uses such as residences, parks, <br />religious institutions and schools and which are separated from major highways. <br /> <br /> 5. The image of the City of Santa Aha as a pleasant and <br />attractive place to reside will be adversely affected by the presence of adult business <br />uses in close proximity to residential zones, religious institutions, day care centers, <br />schools, and parks; <br /> <br /> 6. The existence of adult business uses in close proximity to <br />residential areas has been shown in some cities to reduce the property values in those <br />residential areas; <br /> <br /> 7. A reasonable regulation of the location of adult business <br />uses protects the image of the community and its property values and protects its <br />residents from the adverse secondary effects of adult business uses, while providing <br />those who desire to patronize adult business uses an opportunity to do so in <br />appropriate areas in the City; <br /> <br /> 8. There is substantial evidence that an increase in crime tends <br />to accompany, concentrat~ around, and be aggravated by adult business uses, <br />including but not limited to an increase in the crimes of narcotics distribution and use, <br />prostitution, pandering, and violence against persons and property. The studies from <br />other cities establish convincing evidence that adult businesses which are not regulated' <br />often have a deleterious effect on nearby businesses and residential areas, causing, <br />among other adverse secondary effects, an increase in crime and a decrease in <br />property values; and <br /> <br /> 9. Regulations for adult business uses should be developed to <br />prevent deterioration and/or degradation of the vitality of the community before the <br />problem exists, rather that waiting for problems to be created. <br /> <br /> D. With respect to adult business uses, the City Council also <br />determines that locational criteria do not, in and of themselves, adequately protect the <br />health, safety and general welfare of the citizens of Santa Ana, and thus certain <br /> <br />3 <br /> <br /> <br />
