L. Pope, Ohairman of the Committee, was appointed <br />to make inspection of the business area affected by the <br />earthquake, to give a detailed report of the general <br />conditions existing at that time, and make general <br />rec~amendations for work to be dc~e and steps to be <br />taken to protect the public. <br /> <br />Mr. Pope was directed to continue his work as chairman <br />of this Emergency Committee. <br /> <br />The City 'Council then took recess. <br /> <br />APPROVE~: <br /> <br />Mayor of the City of ganta Aha. <br /> <br />City Attorney, Ex-ogflclo Cle~. <br /> <br />City Council met in Special Emergency Session. <br />Meeting called to order by Mayor Wi~mer. <br /> <br />Present: T~ustees E.G. V:~O P.M. <br /> <br />In Re <br />Funds for Rehabilitation. <br /> <br />In Re <br />Power of Council <br /> <br />In Re <br />Special Holiday. <br /> <br />In Re <br />Request for Funds <br />Reconstruction Finance Corp. <br /> <br />Mayor Witmer called upon Mr. Downing, City Attorney to <br />explain to those present the action that has been taken <br />toward raising ~nds for rehabilitation. <br /> <br />Mr. Downing explained that the 0ity of Santa Barbara had <br />been contacted and was anxious to do everything possible <br />to assist our work. One of the first things done in <br />order to meet the situation was to call the Council <br />together and pass an emergency resolution to the effect <br />that the Mayor and City Council be empowered to take <br />charge of the Police Force and all City Employees for all <br />purposes deemed necessary andto expend any sums of money <br />as in their Judgment might seem necessary. <br /> <br />A proclamation was issued by the Mayor declaring ~aturday <br />a special holiday ~ud an area in the business district <br />was closed to the public. <br /> <br />At the meeting of Saturday, and following a conference <br />with ether stricken cities, the Council authorized the <br /> <br /> <br />
