Messages were also sent to the <br />following:- Senator William Gibbs McAdoo, Senator Hiram <br />Johnson, Congressman Sam Collins and Governor Rolph, des- <br />cribing conditions in Southern California and asking for <br />$750,000 from the Recc~struction Finance Corporation, the <br />plan beirg to make loans to citizens at rate of interest <br />not to exceed three per cent. <br /> <br />Mr. Graham, President of the City Council of Santa Barbara <br />and Mr. Pope, Chief Building Inspector of Santa Barbara <br />were present. Mr. Graham explained that they had arrived <br />in Santa Aha this morning and during the day had been <br />busy assisting in the inspection c~ various buildings and <br />in his opinion and experience in the Santa Barbara dis- <br />aster of 1925, the buildings in Santa Aha are not in as <br />bad shape as first estimated. He suggested that our <br />building code be changed to ward against damage from <br />future earth disturbances. He advised that they would <br />offer suggestions with reference to changes in our build- <br />lng code which might appear severe and expensive but <br />would provide safety for the future. He offered any <br />assistance possible from Santa Barbara and extended greet- <br />ings from the Mayor and entire citizenry of that City. <br /> <br />Mr. Pope, Chief Building Inspector of Santa Barbara <br />expressed his appreciation of being called to Santa Aha. <br />He told of the inspections of buildings du~ing the day <br />and advised that he found many buildings that were not <br />constructed to withstand certain force from earth shocks <br />and recommended that proper anchorage be put in at this <br />time which would be a safeguard in the long run. Requeste. <br />support of the City Officials and cooperation in demoli- <br />tion to prevent further damage and suggested that repairs <br />be made as soon as possible. <br /> <br />Mayor Witmer explained that Inspection had been made of <br />about two thirds of the business district but before any <br />business is allowed to be opened an inspection of the <br />fire walls must be made. <br /> <br />On motion of Trustee HasenJaeger, seconded by Penn and car~ <br />tied, the Chair was authorized to appoint a Committee. to <br />act as Assistant Field Inspectors and to work with the <br />City Building Inspector. Noe <br /> <br />work under the direction of Mr. <br /> <br />Preble and all inspection reports are to be turned in to <br />the ~ailding Inspector,s Office and not given to the <br />property owner. This request is made in order that it <br />will not appear to the owner that the contractor inspector <br />is seeking a Job. <br /> <br />Mr. Markel made statement for contractors that each and <br />everyone would serve as soon as needed and without any <br />pay whatsoever. <br /> <br />City Attorney Downing advised that it was proposed to <br />adopt an emergency ordinance amending our present building <br />6ode along the lines as recommended by Mr. Pope of Santa <br />Barbara. A portion of this ordinance was read whiah <br />requires the installati,on of bond stone in the reconstruc- <br />tion work and the erection of all new buildings. Mr. Pope <br />explained that the idea of bond stone is to form a con- <br />tinuous bond where load is borne on wall so as to stiffen <br />the wall against lateral strain. ~In his inspection today <br />he noticed any ntunber of walls which did not have suffi- <br />cient stiffening to withstand load of falling roof. He <br />pointed out in two instances buildings where bond stones <br />had been included in the erection and that no damage had <br />resulted to these buildings. <br /> <br />Mr. Wells asked if this ordinance would be positive or <br />would be flexi~le to fit conditions. Mr. Pope explained <br />that bond stones should be required at bearing level of <br />all buildings, however it would not be necessary to tear <br />down entire fire wall to reach bearing level but in <br />repair work bmxd stones should be placed in that portion <br />of bulldln~ that it is necessary to rebuild. <br /> <br />Mr. Winbigler asked if owners of buildings should await <br />an official inspection before starting repairs. Mr. <br />Preble recommended to Council that property owners be <br />authorized to demolish all loose construction and during <br />time of demolition inspection would be made and then <br />owner would be advised as to what repairs should be made. <br /> <br /> <br />
