<br />Fixing Tax Rate
<br />
<br />While serving on the Council, expenses have been greatly reduced.
<br />For the fiscal year of 1932-3 the tax rate was $1.85 the next
<br />year reduced to $1.79, and will be $1.T1 this year all in spite
<br />of the reduction in an assessed valuation of 10% each year. The
<br />per capita expense was $23.00 in 1929-30. It has bee constantly
<br />reduced and at present is only $12.50. The entire Council worked
<br />together for this economy.
<br /> As Fire Commissioner, my chief responsibility has been with the
<br />Fire Department. I am proud of my record. Efficiency has been
<br />maintained and at the same time, expenses have been cut frmm
<br />$70,840 to $53,268. By keeping the Department on a high plane,
<br />fire insurance rates have been held steady and every building has
<br />had the benefit. I have fought to retain the Fire Station on West
<br />Third Street. Had I lost, hundreds of homes would have been put
<br />in unnecessary jeopardy.
<br /> The charge that I have supported donations to private organiza-
<br />tions is absolutely untPue. The Advertising and Music ~ind was
<br />voted by the people and are governmental functions. The National
<br />Guard is a State Military Unit, controlled by the Governor. How
<br />can these be termed private organizations?
<br /> The proponents of the recall and associates, promulgated the idea
<br />that I am controlled by politicians. This charge is purely politi-
<br />cal and untrue. It is a charge made by anyone who is reckless in
<br />language and reckless of the reputation of others.
<br /> It seems extremely unfair and ridiculous to condemn a Councilman
<br />because he has a job. Should every Councilman be independently
<br />rich, retired and idle? At the tim~ I was appointed to the Board,
<br />I was and still am employed by the County Welfare Department. My
<br />duties are of a nature that have saved the taxpayers thousands of
<br />dollars. It has also made it possible for me to bring to the Coun-
<br />cil valuable information and cooperation relief needs. Thus, the
<br />situation has been aided - not harmed.
<br /> I do not believe I should be criticized for earning a living
<br />serving as a member of the City Council.
<br /> Any effort to recall me is most certainly an abuse of the recall.
<br />It has been found it will cost $5,000, if carried on, a large
<br />of which goes to those who find elections extremely profitable.
<br /> If the recall is successful, the change cannot ~ake place until
<br />January. The General City Election is in April. Three Months
<br />$5,000~ Who is the Reckless Spender?

<br />answers of E. G. Warner and W m, H. Penn to the charges preferred by
<br />
<br />the "Tax Pa~ers League" on which is based their grounds for a Recall
<br />
<br />were read, received and.filed.
<br />
<br />On motion of Trustee Bruns, seconded by Rowland and carried, the
<br />budget as prepared and submitted by the City Auditor for the 1934-
<br />35 was approved and filed.
<br />
<br />On motion of Trustee Rowland, secmaded by Penn and carried, the
<br />report of Crenshaw, Diehl and Wright, public accountants, for the
<br />fiscal yesr June 30th, 1934, covering accounts of the City of Santa
<br />Aha, was received and filed.
<br />
<br />An Ordinance entitled:
<br />
<br /> "An Ordinance of the City of Santa Ana, California, fixing the
<br />amount of money ascertained to carry on the various departments of
<br />the Cit~ of Santa Ana, and to pay the bonded indebtedness falling
<br />due for the current year 1934-35, and fixing the rate of taxation
<br />for the current year 1934-35, designating the number of cents on
<br />each $100.00 for the various funds of said City on the whole of the
<br />taxable property of said City as set by the Count~ Assessor of the
<br />County of Orange, State of California, and equalized by the Board
<br />of Supervisors of said County, and hereby levied on the whole of
<br />the taxable property of said City."

<br />was finally read, considered, designated Ordinance No. 998 and
<br />
<br />passed by the following vote:
