Hill, Joseph P. Smith, <br /> E. D. Yost, D. W. Kelsey, Plummer W. Stuns. <br /> <br />Absent: Trustees None. <br /> <br />In Re <br /> <br />Proclamation of <br /> <br />Mayor Bruns. <br /> <br />In Re <br /> <br />Guar~ for <br /> <br />Protection of Property. <br /> <br />In Re <br /> <br />Employees of <br /> <br />Plants, etc. <br /> <br /> # <br /> <br />On motion of Trustee Kelsey, seconded by Hill an~ carried, <br />the City Council declared a State of Readiness to exist and <br />directed the Mayor of Santa Ana to issue a Proclamation to <br />the effect that a State of Readiness for Emergency exists <br />within this City, by reason of acts of war committed agains~ <br />the United States of America by Japan, in its attacks upon <br />the Territorial Possession of the United States in the <br />Philippine and Hawaiian Islands and calling upon every able <br /> <br /> bodied citizen to volunteer his or her services for the pro- <br /> in <br /> tection and preservation of lives and property with/the City <br /> <br /> # <br /> <br /> On motion of Trustee Yost, seconded by Hill and carried, <br /> the Fire Chief was instructed to communicate with owners of <br /> all plants, businesses and public utilities in the City of <br /> Santa Ana, who might be vulnerable to acts of saOotage and <br /> <br /> that proper guards be placed at such plants, saris- <br /> to the owners and the Fire Chief. <br /> <br />require <br />factory <br /> <br /># <br /> <br />On motion of <br /> <br /> Trustee Keleey, seconded by Smith and carried, <br /> the Chief of Police was instructed to contact.owners of <br /> <br /> plants and public utilities and ascertain to his satisfac- <br /> including any guards <br /> tion the identity, loyalty and competency of all employees/ <br /> <br />engaged in occupations around such plan~and public utllitie <br /> <br /> # <br /> <br /> <br />
