On motion of Trustee Reed, seconded by Cheney and carried, communication was filed and recommendation approved. On motion of T~ustee Chandler, seconded by Martin and carried, following Resolution entitled: "Resolution authorizing a contract for a survey and analysis of the City government of Santa Aha, California" was read, considered, designated Resolution No. 3899 and passed by the following vote: Ayes, Trustees Noes, Trustees Absent, Trustees W.J.Cheney, Courtney R. Chandler, John W. Martin Jr., Virgil H. Reed, Allen A. Mandy. None None was read, the following vote: Ayes, T~stees W.J.Oheney, Courtney R. Chandler, John W. Martin Jr. Virgil H. Reed, Allen A. Mandy. Noes, T~ustees None Absent, Trustees None On recommendation of the City Engineer and on motion of Trustee Cheney, seconded by Chandler and carried, the request of the Santa Aha Bus Service for a loading zone at the southwest corner of W. 3rd and Broadway, was denied. On motion of Trustee Chandler, seconded by Cheney and carried, action on eligibility for sick leave of John C. Rich, was postpone~ for two weeks. On motion of Trustee Reed, seconded'by Chandler and carried, proper authorities were authorized to execute agreement between- City and County of Orange, dated February 6th, 1950, concernin~l~ lapping easements at the southwest corner of Delhi Road.and On motion of Trustee Chandler, seconded by Cheney and carried, Ted Blanding was appointed, as a member of the Library Board, to fill the unexpired term of Wm. Spurgeon; term to expire June 30, 195o. # On motion of T~ustee Reed, seconded by Martin and carried, the Mayor was authorized to make available proper quarters and facilities for Griffenhagen and Associates to conduct survey and analysis of the City government. On recommendation of the City Engineer and on motion of Trustee Chandler, seconded by Cheney and carried, the Mayor was authorized to sign escrow agreement between City and Chas. B. Morgan et ux for the right-of-way at the southeast corner of 10th and Bush Streets, for widening and straightening the intersection. . On motion of Trustee Reed, seconded by Martin and carried, the following Resolution entitled: "Resolution authorizing award of a contract to Koebig and Koebig for engineering services for the design of a digester unit, and author- izing the construction of a seventy-five foot digester on the site of the present sewage treatment plant" considered, designated Resolution No. 3900 and passed by the
