BE IT FURTHER RESOLV~D: _~aat Sections 101.1, 101.2 and <br /> <br />401~1 of the Charter of theCity of S~ta Ana be amended to read <br /> <br />as follows: <br /> <br />"SECTION i01.1. ~¥ARDS OF THE CITY <br /> <br />The City Council shall divide the City into five <br /> <br />Wards by ordinance according to the following fonuula: <br /> <br /> "Esch of the five Wards is to be as nearly equal in <br />number of registered Voters as possible. The ~ards shall be com- <br />posed of contiguous and compact territory and bounded by natural <br />boundaries c~ street lines wherever possible; provided however, <br />that in laying out such wards no precinct at the time fixed by <br />the Board of Supervisors of Orange County shall be divided, and <br />further provided that in event said Board of Supervisors shall, at <br />least sixty days before a Oeneral Hunicipal E~ction, re-~ecinct tho <br />City with tho result that ~ y ~recinct is divided by a ~ard <br />lino, tho City Council shall, not loss than thirty days prior <br />to said General ~unicipal E~ction, modify said ~ard lines to <br />an extent sufficient to prevent the division of any precinct by <br />a ~Vard linc. ~ny territory hereafter anno ~ed to or consolidated <br />with ~eCity shall become a part of the Ward to ~ich it is <br />contiguous, provided however, that if any berritory ~nexed at <br />one time shall contain registered electors in excess of twenty-five <br />hundred as determined by the registration books of the County <br />of Or~ge at the time of such annexation, the City Council shall, <br />~ithin ninety days after said annexation, redistrict the City in <br />the manner prescribed in this Section aa d pursuant to notice <br />and hearin~ as required by Section lO1.4. <br /> <br />"SECTION 101.2. WARDS, BOUNDARY CH~2~GES. <br /> <br />"The boundary lines of wards shall be changed every two <br /> <br />years by ordinance enacted by a four-fifths vote of the City <br /> <br />Council, not less than ninety days prior to the General Nuni~ipal <br /> <br />Election to be held the first Tuesday of April in each odd <br /> <br />numbered year. The boundary line~ shall be adjusted mo that at <br /> <br />each adjustment no Ward sh~ll vary from any other Ward by more <br /> <br />than ten percent of the registered electors of any of said Wards. <br /> <br />If during the preceeding t~ years there shall not have been a <br /> <br />change of registered elector population in any ~ard to cause <br /> <br />it to vary by ten percent or more from any other Ward, then <br /> <br />no change of Ward lines shall be made.
