198 in, on'and along a portion fo that open punlic street in said city, commonly known as North Flower Street, and which portion thereof is described as all that portion of North Flower Street which e×tends North from the North line of West Fourth Street to the South line of West Fifth Street, and for the entire width of the described portion of North Flbwer Street from the curb llne on the E~st to the curb line o~ the West thereof, th-wit: (a) The regradlng of said street to a sub-grade five (5) inches below the official grade thereof as now estab~ lished , and the paving of the described portion of North Flower Street by the construction on said sub-grad e of a concrete pavement five (5) inches in thickness with belt finish wearing surface and complete to the official grade.
