lands owned by the City of Santa Ana~ Santa Ana Board of Education and the County of Orange, and in use in the performance of a public function) in accordance with the provisions of th~ "Acquisition and Improvement Act of 19~5", and amendments thereto, according to the assessed value of said lands~ exclusive of the improve- ments thereon, except as otherwise in said act provided. That the first payment on the aggregate principa~ of the bonds issued will be made three years after the issuance thereof. That the interest rate to be paid on all acquisition bonds and immediat~ possession bonds, if any, which shall be issued under these proceedings~ shall be issued at a mz~xtmalmrate which shall not exceed eight percent per annt~, payable semi-annually, the exact rate of interest at which such bonds are to be issued ~nd sold to be determined at the sale of such acquisition, or immediate possession bonds. 9. That the proceedings for said acquisition, work an~ improvements shall be had and taken under and in accordance with an Act of the Legislmt~e of the State of California, known and designated as the "Acquisition and Improve- ment Act of 19~§~" approved Nay 23~ 19~8, and amendments theretq, and said bonds shall also be issued in accordance with the provisions of said act.
