WHEREAS, the 01ty of Santa Ana is a member of the Netropoll- <br /> tan Water District and, together with many other cities and communi- <br /> ties of Southern California, is dependent upon the. conservation cf <br /> Colorado River waters for its future development; and <br /> <br /> ~KEAS, there is pending before the United States Govern- <br />ment in Washington, D. C. a proposed treaty with the Republic of <br />Nexico, guarant~eefngto Nexico 1,500,000 acre feet of Colorado <br />River water annually; and <br /> <br /> WHEREAS, the maximum historical use and maximum possible use <br /> of the waters of the Colorado River in the Republic of Nexico, prior <br /> to and without the benefit of the Boulder Dam project, was ?50,000 <br /> acre feet annually; and <br /> <br /> WHEREAS, the increase of waters of said river by said pro- <br />posed treaty apparently to be made available to the Republic of <br />Nexico will make impossible the satisfaction of present and future <br />needs by present users of Colorado River waters in the United States <br />of America, including particularly the people of Southern California, <br />and will be in derogation of the provisions of the Boulder D~m Pro- <br />ject Act; and <br /> <br /> WHEILEAS, the allowance to the Republic of Nexico by such pro- <br />posed treaty of any amount in excess of 750,000 acre feet of water <br />per annum in priority over users in the United States of 'America will <br />result in irreparable injury to said users, including the City of <br />Santa Ana; <br /> <br /> NOW, THEREFORE, BE IT RESOLVED, that, through its Council, the <br />City of Santa Ana hereby goes on record urging the United States <br />.Government, in its negotiations with the Republic of Nexico with re- <br />spect to said treaty and the water rights therein involved, to aesur~ <br />to users of Colorado River water in the United States of America their <br /> <br /> <br />
