<br />No openings shall be placed in any sidewalk extending beyond the
<br />property line except such openings am are herein expressly author-
<br />ized. There may be openings provided they are covered by metal
<br />sidewalk trap doors, thc outside edge of which shall be not less
<br />than 4' from the outside edge of curb. Every such opening shall
<br />be provided with proper guards extending $' above the height of
<br />the sidewalk, and surroundin~ the openinz w~ sidewalk doors
<br />are opened. There may also Be openings Yn the sidewalks properly
<br />covered For the admittance of fuel,or for meters. All sidewalk
<br />openings must be covered with metal doors~ designed to sustain
<br />s~e load as the sidewalk with the top properly roughened to
<br />prevent slipping. No permmment gratings or openings of any form
<br />shall be allowed in any sidewalk.
<br /> No bay window shall be allowed to project beyond the
<br />property line, on any public street or alley. Balconies con-
<br />structed of iron or steel or masonry, may project not over 3'
<br />from the lot line if constructed to sustain a live load of two
<br />hundred pounds per square foot, but such balconies must be at
<br />least 10' in the clear above sidewalk. Main entrances of build-
<br />ings may project not to exceed 12" beyond the property line.
<br />Bases of columns and pilasters other than at the main entrance,
<br />may project beyond the building line not over 9", but other than
<br />these no projections shall be allowed.
<br /> Where floor lights are used, the glass in no case shall
<br />be less than 3/4" in thickness and if any glass measures more
<br />than 16 sq. in. it mu~t be provided with strong wire ne~ting,
<br />either cast in the glass or suspended below. Such floor ligh~
<br />and sidewalk lights must be constructed to sustain the same
<br />load as required for the floors or sidewalks in which they are
<br />placed.
<br /> Before any public street, alley, or sidewalk, is partially
<br />occupied or obstructed in any greater degree than specifically
<br />~llowed by this section, or used for any purpose in connection
<br />with work governed by this Ordinance, a permit for such use must
<br />first be obtained from the building inspector, for which a fee
<br />of one dollar shall be charged. When any excavation is completed,
<br />which occupies sidewalk area of a public street, it sha~l be
<br />compulsory that there be constructed over such excavction, a sub-
<br />stantial temporary walk so constructed and m~tntained at all
<br />times as to afford s~e and free and unobstructed passage for
<br />pedestrians. This sidewalk must be maintained at a level with
<br />the surface of the street at a not greater elevation than 4'
<br />above the sams, and must be not less tha~ 6' tn width. Around any
<br />excavation which fronts directly on the street, a substantial
<br />fence or railing must be maintained on such street frontage, but
<br />no fence, signs or similar obstructions shall be placed higher
<br />than 6' unless inside the center, line of the sidewalks next the
<br />property line.
<br /> It shall be unlawful to erect any building on a property
<br /> line at the sidewalk unless during the erection of such building,
<br /> if within the ~irs limits, a temporary canopy is maintained at
<br /> least 10' above the sidewalk, the full length of the front of
<br /> the building, and extending the full ~idth of the side~alk,
<br /> The top of ~uch canopy shall be constructed of 2" planking, and
<br /> properly carried on posts and beans.
<br /> This canopy must be constructed in such a manner as to
<br /> afford ample protection to any person passing on the sidewalk,
<br /> but the side of this temporary structure next to the street must
<br /> not be boarded up or covered with signs, but where raised above
<br /> the street level, must be protected with a railing.
<br /> Sidewalks, streets or alleys must be occupied only in
<br /> connection with the actual erection, repairs, alteration, re-
<br /> moval or demolition of a building, and it shall be unlawful to
<br /> occupy or obstruct any part of any street, alley or sidewalk unless
<br /> such q~rations are actually in progress on premises abutting on
<br /> such part of street, alley or sidewalk.
<br /> At least one-half of the width of the side,~alk and
<br /> not less than lC' O" of the width o~ any alley, must be left un~
<br /> obstructed arid clear in every way at all times, and it shall be
<br /> unlawful to occupy more than on~-fourth of th~ width of the road-
<br /> way o~ any street in connection with any building operation.
<br /> If there be a car track on any street, there must be ~ clear space
<br /> at least 4' O" wide left alongside of such track. It shall be
<br /> unlawful to store earth from excavations or rubbish or raterial
<br /> taken From any building on the sidewalks or the roadway of any
<br /> street or alley, but the same must be removed ~rom day to day.
<br /> Proper precautions must be taken to lay the dust ~rom all rubbish
<br /> being handled in connection with building operations.
<br /> When any material is stored on any sidewalk or in any street o:~
<br /> alley, a red light must be maintmined during the whole of every
<br /> night at each end of any such obstruction,
<br /> Section 23. The following data shall govern all cal-
<br /> culations made in connection ~ith t~le ordinance.
<br /> The dead loads in mll buildings shall consist oF the
<br /> actual weight oF wall~, floors, roofs, partitions and all perma-
<br /> nent construction, and the live loads ehal~ consist of all loads
<br /> other than dead loads. Every floor and roof shall be of suf~i-
<br /> cient strength in all it~ parts to bear safely upon every squmre
<br /> Foot of its surface a total load consisting of a dead load and
<br />
