and to alter s~ch zones, for the purpose of this franchise and fix the rate of transportation therein, not'less, how- (lw) miles ever, than five (5) cents for each one and one-half of travel or fraction thereof. In fixing the rate of transportation the Board of Trus- tees may require the grantee, its successors or assigns, to. issue transfers to patrons of the automobile busses, estab- lish transfer points and provide and enforce r~asonable regulations governing the time of meeting of automobile busses upon which transfers are required to be accepted~ Any order adopted by the vote of at least three (J) members of the Board of Trustees of the City of Santa Aha, at either a regular or adjourned regular meeting thereof, and entered upon the ~tnutes, shall be a valid and binding exer- cise of the power and authority reservedin this section, and shall be effective thirty days (30) after servibe upon the holder of t~e franchise of'a certified copy thereof; pro- vided that no such order shall be made for ten (10) days after a notice in writing of an intention to make the same~is served upon the holder, of the franchise, ~tatin~ the date of the meeting at which the same will be considered, and provided. further, that the minimum fare shall~not 'be less t~an five (5) cents. ~ection 3. The grantee, its successors or assigns, operating automobile busses under this franchise shall have the right to sell ~nd issue contracts for transportation, single or in combination, for as ~uch less than the minimum fare herein.pro- vided for as the. grantee, its successors or assigns, may see fit, provided, that a~l contracts for transportation offere~ for sale or issued shall be available to all persons who come within the regulations under which the same are sold and issued. Section 4. The grantee, its successors or assigns, shall, during the first year after the commencement of operations under this franchise, operate automobile busses over and along at least four (4) public streets in the city of Santa Ana for such portions of the length thereof as is prescribed in the order of the Board of Trustees designating the streets; two of which streets shall be in an easterly and westerly direction, and two in a northerly and southerly direction, the said streets to be designated by the Board of Trustees, and automobile busses shall be operated up~on said ' four streets as frequently as one each hour from the hour of six o'clock A. M. to the hour of seven o'clock P. M. every day in the year, during the life of this franchise. The Board of Trustees shall at sll times have the right, power and authority to change the streets and designate.
