.Santa Ana, without first notifying the City Electrician and obtaining from him a written
<br />permit to do such work, such permit shall state the location by street and number of b~ilding
<br />or structure where such work is to be d~e, and shall be valid only for the locatim so stated
<br />Failure to secure such permit will cause violation of this section, penalty for which shall
<br />be $5.00 for first offense and not to exceed $50.00 for any succeeding violation.

<br />Section 5.
<br />
<br /> ~'Fnen any electric wiring, connections, appliances, fixtures or apparatus covered by
<br />such permit shall be found on inspection to conform to the rules and regulations provided
<br />by this ordinance, the City Electricia~ shall issue a Final certificate of inspection,
<br />certifying that such wiring, connections, appliances fixtures or apparatus has been inspected
<br />and found to comply with the terms of this ordinance; but no such certificate shall be granted
<br />until such electric wiring, connecti)ns, appliances, fixtures or apparatus is made to confoEn
<br />to such rules and regulations as herein prescribed.

<br />Section 6.
<br />
<br /> It shall be unlawful for any person, firm or corporation to use any electric
<br />current through any wire, connection, appliance, fixture or apparRtus in or about any
<br />building within said City of Santa Ana until the same have been inspected and approved~by
<br />City Electrician and the certificate herein provided for shall have been is~ued therefor.

<br />
<br /> Except as provided otherwise herein, all in~tal~ ~ions whereby electrical energy
<br />is to be utilized or dissipated shall be in strict conformity with the provisions of statutes
<br />of the State of California, the rules and regulations of the Industrial Accident Commission
<br />of the State of California under authority of the state statutes governing industrial
<br />installations with the rules and regulations of the Come, salon of Immigration and Housing
<br />of the State of California, and with the most approved methods of construction for safety to
<br />llfe and property. The ~egulations as laid down in the National Electrical Code, as
<br />approved by the American Engineering Standards Committee; in the National Electrical Safety
<br />Co~e, as approved by the American Engineering Standards Committee; other installati~ and
<br />safety regulations approved by the American Engineering Standards Committee, and the rules
<br />and regulations of the Board of Fire Underwriters of the Pacific shall be prima facie evidence
<br />of such approved methods.
<br />
<br /> In the event of any conflict or inconsistency between any requirement herein given
<br />or prescribed and any requirement of any law, order, rule, or regulation of the State of
<br />California concerning the same matter and applying to the case under consideration, that
<br />requirement which prescribes and established the higher standard of safety for life and
<br />property shall take precedence and be complied with.
<br />
<br /> In cases where the rapid developments in the application and uses of electricity,
<br />or new and special or unusual methods of building construction, create problems or conditions
<br />which are clearly not contemplated in the m~ing of these rules and make literal application
<br />of a rule manifestly impracticable, the electrical department, may, by special permission
<br />given in writing and in advance, allow such modificatt~ from the detail reqnirements of
<br />such rule as may be Justified by the conditions, provided the work be done in accordance
<br />with the m~Irtt and intent of the rule and in s$ch mannsr as to afford an equivalent degree
<br />of safety. In no case shall the provision of this paragraph be resorted to for the purpose
<br />of substituting materials or methods which are inferior to those required by these rules and
<br />regulations or for otherwise evading any requirement of the provisions of this ordinance.

<br />Section 8.
<br />
<br /> The City Electrician may, at his discretion, issue to any owner, c~tractor, firm
<br />or corporation, a ~ rmit to install temporarily, wiring for light or apparatus, in or about
<br />any building, structure or tent in progress of construction alteration or repair; such
<br />temporary wiring to be rem~ed on completion of the building or to be removed when so required
<br />by the City Electrician.
<br />
<br />Section 9.
<br />
<br /> Every person, firm or corporation making application for any permit to do
<br />electrical work under the provisions of this ordinance will be required to file a set of
<br />plans covering all details of the constructian such as wire and conduit sizes, length of runs
<br />size o.f%~entrance switches and location, circuit panels and any further detsils that the City
<br />Electrician may require to fully understand the same.

<br />
<br /> All per~its for installation of electrical work of any description must be
<br />secured from the City Electrician before beginning any such installation.
<br />
<br /> Every person, firm or corporation making application for any such permit,
<br />the time applica~on for inspection is made, deposit with the City Electrician, the
<br />of the fee for the permit and for the Inspection of all work done under such ~rmit.

<br /> Upon completion of work said person, firm or corporation shall make application
<br />for inspection of same. l~hen any electric ~ring, apparatus or fixtures covered by this
<br />permit shall be found,~on inspection by the City Electrician, to conform with the ~ules and
<br />regulations of this ordinance, a final certificate will be issued.

<br />Section 10.
<br />
<br /> All materials and devices for electrical purposes m~der provisions of this
<br />ordinance, must be the standard required by the National Board of Fire Underwriters; pro-
<br />vided, however, the City.Electrician shall have the po~,~r to aoprove any materials or
<br />devices for use in the City of Santa Ana; proviSed further, that said electrician shall
<br />have the power for good and sufficient reasons to disapprove the use of any materials ~
<br />devices which would prove unsafe for use in the City of Santa Ans.
