the City of Santa Ana the license fee provided for by ordinance or ordinances of <br />the City of Santa Aha providing for licenses. Said licenses shall be issued <br />in the same manner provided by ordinance for other licenses of t~e City of Santa <br />Aha, but not until a permit for the use of such motor vehicle has been obtained <br />as provided in this ordinance." <br /> <br /> SECTION 13: It shall be unlawful for any driver to operate or d~ive any <br />taxicab or motor bus unless the owner thereof has obtained a permit and license <br />therefor as herein required, and such driver has obtained a driver's permit as <br />herein provided, and both of said permits and said license are in full force and <br />effect. Any person desiring to obtain such driver's license shall make written <br />application to the Board therefor, setting forth his name, age and residence, <br />his last previous address, and the length of his residence at each and in the <br />City of Santa Aha; whether he is married or single; the name of the owner of <br />the motor vehicle he proposes to drive, and a brief description of such motor <br />vehicle; and the names and addresses ~f two residents of the City of Santa Ana <br />who are acquainted with him. Such application shall be accompanied by a <br />license fee as is hereinafter required. The Board shall cause an investigation <br />of s&i~ application to be made and shall cause the applicant to be personally <br />exAmtned as to his knowledge of the laws and ordinances regulating the operation <br />of motor vehicles and his ability to operate a motor vehicle safely on the street~ <br />of Santa Aha. Said application shall be ~ranted by the Board, except in the <br />cases hereinafter prohibited. No driver's permit shall be granted to any person <br />who is not of good moral character, or who is under the age of twenty-one years, <br />or who cannot speak the English language sufficiently to deal ~ith passengers, <br />or who does not hold a chauffeurts license issued by the Motor Vehicle Department <br />of the State of California, or who is not sufficiently acquainted with the laws <br />and ordinances regulating the operation of motor vehicles or is not competent to <br />operate such motor vehicle safely on the streets of the City of Santa Aha, or who <br />has been convicted three or more times of a violation of any law or ordinances <br />regulating the operation of motor vehicles. <br /> <br /> SECTION 14: A license fee shall be required to be paid by every person, <br />firm or corporation owning and operating any taxicab within the City of Santa Aha <br />to the City of Santa Ana in the sum of Five Dollars ($5.00) for each taxicab <br />permit applied for. A license fee in the sum of Two Dollars .($2.00) shall be <br />required to be paid for each taxicab stand permit applied for other than the <br />first original location. A license fee in the sum of One Dollar ($1.00) shall <br /> be required to be paid by each applicant for a taxicab driver's permit to the <br />City of Santa Ans. All such license fees shall accompany the application for <br />permits, and in the event such application be not granted, such fees so paid <br />shall be refunded after first deducting therefrom all costs sustained by the Boar~ <br />or by the City of Santa Ana in acting upon such application. All licenses <br />granted pursuanb to this ordinance shall be non-transferable. <br /> <br /> SECTION 15: (a) Any permit granted to an owner for the operation of a <br />taxicab or motor bus, and any driver's permit issued under this ordinance, may be <br />revoked or suspended by the Board for any violation of the provisions of this <br />ordinance by the holder of such permit, or for the existence of any state of <br />facts which would have been a good reason for denying such permit when applied <br />for, whether such state of facts existed at the time application was made for <br />such permit or not. <br /> <br /> (a) All or any disputes arising between competitive operators or <br />drivers of taxicabs within the City of Santa Aha and directly affecting the public <br />shall be submitted to the Board in a manner to be designated by the Board, which <br />shall sit as a Board of Arbitration. The Board shall appoint a time and place <br />for the hearing of such disputes and shall give such notice to all parties <br />affected of the time and place of hearing as to it shall s~em reasonable. After <br />a hearing upon the matter or matters disputed, the Board shall take such action <br />and make such orders as to it may seem most adequate for the protection, safety, <br />convenience and welfare of the public in general, and shall promptly notify all <br />parties affected in writing as to such action or orders. The Board may there- <br />after, in its discretion, revoke or suspend any licenses or permits granted <br />pursuant to this ordinance. <br /> <br /> SECTION 16: Any owner having a permit for the operation of a taxicab <br />or a motor vehicle for that for which the permit was granted, but before doing <br />so shall obtain and file with the City Clerk the consent of the surety on his bond <br />o~ the insurer on his policy of insurance to such substitution. No subh sub- <br />stitution shall continue longer than seven days unless a permit shall be obtained <br />from the Board for the operation of such substituted motor vehicle, in the same <br />manner as provided herein ~o~ an original owner's permit. <br /> <br /> SECTION 17: Every taxicab and every motor bus shall at all times be <br />equipped with the following: <br /> <br /> 1. A light of not less than two candle power within such vehicle, so <br />arranged as~to illuminate the whole interior thereof back of the driver's seat, <br />which light shall be kept constantly lighted at all times while any passenger is <br />in such vehicle from one-half hour after sunset of any day until one-half hour <br />before sunrise of the~ next day. <br /> <br /> 2. A speedometer of some standard make in good working order, and so <br />placed as to be in full view. of any person sitting on the same seat with the <br />driver of such vehicle. <br /> <br /> 3. Skid chains, which shall be properly attached to the rear wheels <br />of such vehicle at all times when the streets are wet. <br /> <br /> 4. A license number to be furnished by the City Clerk and affixed in a <br />conspicuous place in or on such vehicle. <br /> <br /> <br />
