This ordinance is necessary for the immediate preservation of the public peace, health and safety and the facts constituting such urgency are as follows: that there are now being conducted in the City of Santa Aha public dances as defined in this ordinance, which dances are being conducted in such a lewd and disorderly manner that the public morals, health and pe~ce of the community are being threatened by the conduct of the patrons attending such public dances. This ordinance is designed to stop such conduct; therefore this ordinance shall take effect from and after its adoption.
