195 <br /> <br />construed to permit any act forbidden by Statute of the State of California, nor to <br />avoid any provision thereof, nor to prohibit that which is unlawful under such statutes. <br /> <br /> SECTION 11: The City Clerk shall certify to the passage and adoption of <br />this ordinance and shall cause the same to be published by three insertions in the <br />SANTA ANA INDEPENDENT, a weekly newspaper printed, published and circulated in the <br />City of Santa Aha. <br /> <br /> The City Council hereby declares that this Ordinance is necessary for the <br />~ediate preservation of the public peace, health and safety, in that the greatest <br />danger to public health and property from fireworks occurs immediately before and <br />after the celebration of the 4th day of July, as IndependenCe Day, therefore this <br />ordinance should be in force and effect immediately. The City Council therefore <br />declares that this ordinance is adopted as an emergency measure and shall take effect <br />from and after its ~doptton.
