Ordinance would be complied with by the granting of the permit. <br /> <br /> SECTION 4: SEPARABILITY OF PROVISIONS. It is the intention of the City <br />Council that each separate provision of this Ordinance shall be deemed independent of <br />all other provisions herein, and it is further the intention of the City Council that <br />if any provision of this Ordinance be declared to be invalid, all other provisions <br />thereof shall remain valid and enforceable. <br /> <br /> SECTION 8: FINDING OF EMERGENCY. This ordinance is passed as an emergency <br />measure, and the Council does by the vote by which this ordinance is passed, hereby <br />declare than an emergency exists, which makes it imperative that this o rdinance shall <br />become effective forthwith, the nature of said emergency being as follows: The War <br />Program has created, and will continue to create shortages of materials required by <br />the ordinances of the City of Santa Ana, for the construction, reconstruction, <br />alteration, or repair of buildings and structures making it impossible to protect the <br />public health, safety, and general welfare by a continuance of construction, recon- <br />struction, alteration, or repair of buildings and structures under the terms of <br />existing ordinances so that unless this ordin~ce is immediately effective, all con- <br />struction work must cease, and it is therefore necessary in the furtherance of the <br /> <br />public health, safety, and welfare of the residents <br />be effective i~edlately. <br /> <br /> SECTION 6: The City Clerk shall certify <br /> <br />of this City tha~ this ordinance <br /> <br />to the passage and adoption of this <br /> <br />ordinance and shall cause the same to be published by one insertion in the SANTA ANA <br />REGISTER, a daily newspaper printed, published and circulated in the City of Santa Ana <br />and hereby designated for that purple. The City Council declares that this <br />ordinance is adopted as an emergency measure and shall take effect from and after its <br />adoption. <br /> <br /> PASSED AND ADOPTED by the City COuncil of the City of Santa Aha at a regular <br /> <br />meeting held on the 20th day of July, 1942. <br /> <br />ATTEST: <br /> <br />Erma Keeler <br /> <br />City Clerk. <br /> <br />Joseph P.
