FLAT RATES Due to the shortage of materi~s and inability of the City of Santa Aha to acquire necessary meters, the Superintendent of the Water Department is hereby auth- orized, when in his opinion it is necessary and advis- able so to do, to make and install services without the installation of meters, until such time as the Santa Aha Water Department shall have in its possession for installation water meters of a suitable size and capacity at which time said services shall be metered, and the meter rates paid.
