SECTION ~: The City Clerk shall certify to the passage of this Ordinance end shall cause the same to be published in three con- secutive issues of the Santa Ann Independent, a newspaper printed, published end circulated in the City of Santa Ana, and hereby desi- gnated for that purpose.
