ORDINANCE NO. 1~27 <br /> <br /> AN ORDINANCE OF THE CITY OF SANTA ANA, CREATING THE POSITION <br /> OF ADMINISTRATIVE OFFICER FOR SAID CITY, PRESCRIBING THE <br /> DUTIES THEREOF AND DEFINING THE POWERS INCIDENT TO SAID POSI- <br /> TION, AND REPEALING ORDINANCES NUMBER 814, 1123 AND AMENDING <br /> ORDINANCE NUMBER 1076 <br /> <br /> WHEREAS, it appears that the administrative affairs of the <br />Municipal Government for which the City Council is responsible, might <br />be handled more expeditiously and with better results through an Of- <br />ricer acting on its behalf, whose duty it would be to attend to such <br />administrative affairs between meetings of the City Council, corre- <br />late and coordinate various municipal activities, compile data, pre- <br />pare all types of reports relating to the affairs of the City Govern- <br />ment for the information and guidance of the City Council, and gen- <br />erally to act as Agent for the City Council, in discharge of admini- <br />strative duties; <br /> <br /> NOW, THEREFORE, THE COUNCIL OF THE CITY OF SANTA ANA DOES ORDAIN <br />~S FOLLOWS: <br /> <br /> Section l: That the position of Administrative Officer is here- <br />by created in the service of and for the City of Santa Ans. The Ad- <br />ministrative Officer shall be appointed by and serve directly under the <br />supervision and control of the City Council in a purely administrative <br />capacity. He shall be a man qualified by education, training and ex- <br />perience, to administer the affairs and activities of the City and <br />shall possess the qualifications which may be prescribed by the City <br />Council. His powers and duties shall be as follows: <br /> <br /> 1. To execute on behalf of the City Council, its admin- <br /> istrative supervision and control of such affairs of the City <br /> as may be placed in his Charge. <br /> <br /> 2. To attend meetings of the City Council with the duty <br /> of reporting on or discussing any matter concerning the affairs <br /> of the Departments, services or activities under his supervision, <br /> upon which in his judgment, the City Council should be informed. <br /> <br /> 3.
