istrative functions and operations of the various Departments, <br /> Divisions and services of the City Government and on its behalf, <br /> to carry out the policies, rules, regulations and Ordinances <br /> adopted by it, relating to the administration of the affairs of <br /> such Departments, Divisions or services. He shall represent, as <br /> necessary all Departments and Agencies of the City at all ses- <br /> sions of the Council. <br /> <br /> 4. To analyze the functions, duties and activities of <br /> <br /> the various Departments, Divisions and services of the City <br /> Government and of all employees thereof and to ma~e such recom- <br /> mendations to the City Council with reference thereto as in his <br /> Judgment will result in the highest degree of efficiency in the <br /> overall operation of the City Government. <br /> <br /> 5. To assist in the development and organization of neces- <br /> sary public improvements, projects and/or programs, and to aid <br /> and assist the City Council and the various Departments in car- <br /> rying the same through to successful conclusions. <br /> <br /> 6. To serve as Public Relations Officer of the City Govern- <br />ment and to follow through end endeavor to adjust all complaints <br />filed against any employee, Department, Division or service thereof. <br /> <br /> 7. To cooperate, within lawful limits, with all community <br />organizations whose aim and pu=pose it is to advance the spir- <br />itual, cultural and material interests of the City and its peo- <br />ple, and to provide them within lawful limits, with assistance <br />through the City Government. <br /> <br /> 8. To make and keep up to date, an inventory of all prop- <br />erty, real and personal, owned by the City end to recommend to <br />the City Council, the purchase of new machinery, equipment and <br />supplies whenever in his judgment the s~me can be obtained at <br />the best advantage, taking into consideration trade-in value <br />of machinery, equipment and supplies on hand and in use. <br /> <br /> 9. To perform such other duties pertaining to his posi- <br /> <br />tion as the City Council may from time to time reasonably require. <br /> <br />-2- <br /> <br /> <br />
