That the Orange County and Cities Civil Defense <br />Planning Board shall act as the over-all Civil Defense <br />policy-making body as representing all local juris- <br />dictions in Orange County. <br /> <br /> b. That the Operational Area Organization shall <br /> <br />be activated for operations only during a war-caused <br />"state of extreme emergency", and will participate in <br />National, State and countywide test exercises and <br />training programs. <br /> <br /> c. That the County of Orange shall provide the <br />operating staff for the Operational Area, augmented by <br />representation from the professions, business and indus- <br />try as the participating Jurisdictions consider necessary <br />and appropriate. <br /> <br /> d. That the Orange County Emergency operating Center <br />shall be the Operational Area Headquarters. <br /> <br /> e. That the Chairman of the Board of Supervisors shall <br />be the Operational Area Coordinator for the Orange County <br />operational Area. <br /> <br /> f. That in the absence of the Chairman of the Board of <br />Supervisors, or in the event of his inability to function, <br />he shall be succeeded as Operational Area Coordinator by <br />the next senior member of the Board of Supervisors in <br />terms of total service on said Board, and in the event <br />of equal length of such service, by seniority in age. <br /> <br />The foregoing Resolution was adopted by the Orange County and <br /> <br />Cities Civil Defense Planning Board at its meeting of May 9, 1963, by <br /> <br />a unanimous vote of those members present. <br /> <br />W.
